La mañana del lunes 15 de mayo, numerosos infantes, acudieron a la puerta de las instituciones oficiales, en procura de reanudar actividades académicas, suspendidas a raíz del paro nacional indefinido que ordenó FECODE, pero esas puertas no se abrieron.
En El Huila la protesta del magisterio se ha cumplido únicamente el jueves pasado, porque el viernes, fue, según determinación de la Secretaría de Educación, para que los Institutores festejaran el día del Educador, programado para el 15 de mayo de cada año.
Los directivos nacionales del magisterio, presentaron al Gobierno, un pliego de exigencias laborales compuesto de varios bloques, de los cuales el primero tiene 4 temas
- Política de educación para los grados de preescolar y la ampliación de su cobertura.
- Programa de Educación complementaria de las Escuelas Normales Superiores.
- Incrementar y garantizar las fuentes de financiación destinados a la educación pública a 7.5% del PIB y reforma al Sistema General de Participaciones (SGP).
- Reactivar y poner en marcha la Junta Nacional de Educación -(JUNE). Juntas Departamentales y Distritales de Educación (JUDE) y Juntas Municipales de Educación (JUME), y que la convocatoria de Los Foros Educativos, se haga de manera concertada con los sindicatos de Educación.
Una vez se surtió la discusión y el debate sobre el primer tema, se logra un primer acuerdo en los siguientes términos:
El Gobierno Nacional ampliará la cobertura del grado transición de manera progresiva de forma que se logre el 80% en el año 2021 e iniciará la apertura del grado jardín en el año 2022 y en el 2024 del grado Pre-jardín con recursos del Sistema General de Participaciones (SGP); en los últimos dos grados de preescolar el inicio será, como mínimo, en el 7,5% sobre la población en edad escolar para los grados y los años referidos anteriormente. Esta ampliación de cobertura deberá desarrollarse en las instituciones educativas oficiales bajo tres principios: progresividad, descentralización y la articulación con la atención integral para que los estudiantes reciban los demás servicios que requieren los niños y las niñas en su desarrollo.
Sobre el Programa de Formación Complementaria de las Escuelas Normales ‘ Superiores, hubo el siguiente acuerdo:
El Ministerio de Educación Nacional y FECODE reconocen la importancia y el trabajo de las Escuelas Normales Superiores, incluyendo su Programa de Formación Complementaria, en la formación inicial de educadores del país. Igualmente, apoyan el espacio que adelanta el Ministerio de Educación Nacional con ASONEN cuyo propósito es el fortalecimiento de las Escuelas Normales Superiores y la definición de una reglamentación para lograr este objetivo. Con el fin de alcanzar estas metas. FECODE participará en dicho espacio, para lo cual deberá nombrar una comisión.
Incrementar y garantizar las fuentes de financiación
Con relación al tema de incrementar y garantizar las fuentes de financiación hubo el siguiente acuerdo:
El Ministerio de Educación Nacional y FECODE reconocen la necesidad de trabajar en una propuesta de forma integral al Sistema General de Participación, de tal forma que se aumenten los recursos que se destinan al sector Educativo de acuerdo con sus necesidades, para lo cual las partes en el transcurso de esta negociación presentarán fórmulas al respecto.
Con relación a Poner en marcha Juntas Nacionales de Educación el acuerdo establece:
El Ministerio de Educación Nacional proferirá una directiva ministerial requiriendo la reactivación de la Junta Nacional de Educación (JUNE), Juntas Departamentales y Distritales de Educación (JUDE) y Juntas Municipales de Educación (JUME); este documento recomendará que en la definición de los temas de los Foros Educativos participen las organizaciones sindicales con el mayor número de afiliados en cada entidad territorial, bajo la claridad que es potestad del Gobernador o Alcalde, definir de los temas de los Foros, la organización y las convocatorias. El Ministerio hará seguimiento a esta Directiva solicitándole a las entidades territoriales certificadas en educación el reporte de las actas de las Juntas.

El en Huila se desarrollarán concentraciones de protesta, este miércoles, en Garzón, Pitalito, La Plata y Neiva, reveló Astrid Medina encargada de la divulgación de reportes por parte de la Asociación de Trabajadores de la Educación del Huila.
