Este reporte corresponde a la segunda parte de la confesión del Oficial del Ejército que “destapó” los falsos positivos en Dabeiba.
En esta ocasión detalla su participación en crímenes registrados en el sur del Huila.
La Entrega
La W tuvo acceso a la segunda parte de la confesión del soldado que destapó la “olla podrida” de los falsos positivos enterrados en el Cementerio Las Mercedes en Dabeiba, quien además de lo anterior también detalló su participación en ejecuciones extrajudiciales en el Batallón Magdalena en el Huila, al mando del para la época coronel Marcos Evangelista Pinto y hoy general en retiro hace algunos meses.
En su escabrosa confesión, el oficial relató que así como en Dabeiba, las víctimas que reclutaban los soldados eran desde habitantes de calle hasta campesinos, que cuando llegó al Batallón los soldados de su pelotón ya sabían hacer ejecuciones extrajudiciales y hasta le ofrecían qué necesitaba para realizarlas.

Incluso, señaló que sus mismos compañeros ponían las prendas para vestir a los falsos positivos, llegaron hasta estallar explosivos para simular los ataques y en una ocasión, uno de los militares entregó un arma sin papeles que tenía, para que se le pusiera a una de las víctimas en sus manos.
“El revólver lo puso el soldado Anacona y se le tuvo que entregar la plata que él cobró por esa arma, las prendas negras entonces no se compraron, los mismos soldados pusieron las prendas, todo lo que eran los busos, las sudaderas, pantalón negro y botas de caucho las pusieron los soldados, y los pusieron sin necesidad de decirles, decían yo pongo esto” detalló.
El militar además narró la impiedad con la que eran ejecutadas las víctimas, como el caso de Ever Urquina, un campesino de la región que fue llevado mediante engaños y a quien le dispararon, pero no murió y agonizaba. Según la confesión del soldado tenía tantos impactos que ya era un delito y el propio Urquina le pidió que lo salvara, por tanto, informó al mayor Francisco Álvarez, jefe de operaciones, para preguntarle qué hacía con la persona, y él le respondió que tenía que matarla y la ejecutó en el piso.

“Escuché los quejidos, fui y el señor Urquina estaba vivo, yo lo alumbré y él me dijo ayúdeme, yo llamé a mi mayor Álvarez y le dije que yo no podía presentar esa baja, él me dijo que yo ya no podía hacer nada porque esa baja ya estaba reportada en la Brigada en Neiva, ya en la Brigada sabían de una baja que yo aún ni siquiera había reportado al Batallón. Le disparé porque no sufriera, así lo dejara ahí botado él iba a morir”, detalló.
El soldado también señaló que el hasta hace poco comandante de la Brigada 30, general (r) Marcos Evangelista Pinto, cuando dirigía el Batallón les tenía colores para conocer cómo avanzaban y cuánto tiempo llevaban sin dar bajas. El verde era el color por si no tenían nada de información, amarillo por si había ya avances en información y rojo por si ya estaba cerca de darse el combate y el resultado.
Incluso, sostuvo que Pinto presionaba al mayor Álvarez por la entrega de las bajas, y que incluso en una llamada el mayor le mandó razón de Pinto, diciéndole que estaba demorado con el “trabajo” de ese mes.

“En las segundas bajas que dimos, fue la única vez que mi mayor Álvarez por teléfono, no sé si estaba descuidado, me dijo usted está demorado con el otro trabajo porque el jefe me tiene acosado, yo le dije que si la brigada y me dijo, no mi coronel, que usted según eso iba a ser para este mes, estos días y nada” sostuvo.
El oficial también señaló que cuando comenzaron los cuestionamientos sobre la legalidad de las bajas, el coronel Pinto los enviaba a veredas a buscar declaraciones sobre las que desmintieran denuncias encaminadas a que los muertos no eran combatientes.
En su escalofriante declaración, además reveló que cuando iban a hablar sobre las ejecuciones extrajudiciales con el mayor Álvarez no lo hacían por el radio de cada uno, sino por teléfono, para que no los escucharan, por tanto, cuando le decía que se pasara a “línea 500″ inmediatamente entendía el mensaje.

Cuando fue preguntado sobre las instrucciones en los programas radiales, el compareciente miró a su abogado e inmediatamente después ante el micrófono soltó una grave afirmación: señaló que durante uno de esos programas, el comandante del Ejército general (r) Mario Montoya, conectado a nivel nacional les exigió resultados, diciéndoles que a ellos no los evaluaban por kilómetros recorridos, y que si el enemigo no se encontraba había que “inventarlo”.
“Daba la orden de los resultados operacionales y que al militar no lo calificaban por kilómetros andados sino por litros de sangre, ríos de sangre que si no encontrábamos al enemigo lo teníamos que inventar y hacerlo de arcilla o de plastilina, pero teníamos que dar resultados, en ese programa también estaba mi coronel (Pinto)” señaló.
W Radio contactó al abogado del general Montoya, Andrés Garzón, para conocer su respuesta a esas acusaciones y respondió que se trata de un nuevo caso en el que un soldado acusa a Montoya para obtener beneficios.

“Contienen las mismas imprecisiones y mentiras y es así, en la medida en que es imposible que el soldado en el aeropuerto de Pitalito hubiese escuchado comunicación del comandante del Ejército ya que no se dan con todos sino con los comandantes de División. En segundo lugar, él dice que fue antes de la navidad del 2008, pues Montoya se retiró del Ejército en octubre del 2008″ respondió.
Continuando con la declaración, el militar indicó que de los recursos del Batallón se entregaban dineros a los soldados para que fueran hasta Neiva y trajeran a las víctimas en sus motos, gastos que no sabe cómo fueron legalizados.
El compareciente también develó la manera en la que se robaban los recursos públicos asignados al Batallón mediante el desvío de dineros de pago de recompensas. Debido a que se trataba de falsos positivos los militares buscaban personas entre familiares o conocidos para que firmaran y les prometían $1.500.000, dinero sobre el que apenas les daban $500.000 y el resto se lo quedaban en la Sección de Inteligencia, pero aparecía que les habían dado “completo”.
“La sección es la que paga, pero el problema que se presentó en el Batallón fue que yo le decía al informante que le iban a dar $1.500.000, y al momento de ir allá solo le daban $500.000 y $1.000.000 se perdía en la sección de inteligencia. Yo no manejaba plata ni le pagaba a algún testigo”, detalló.
El oficial, cerrando su capítulo en el Huila, confesó que un sargento de apellido Rodríguez de la sección de inteligencia, le ofreció a cambio de $6.000.000 un fusil de un grupo de seis descontinuados y sin reportar que guardaban en sus oficinas, pero indicó que rechazó el ofrecimiento porque luego de sus vacaciones había retornado convencido de que no iba a volver a participar en ejecuciones extrajudiciales
La W contactó a Fondetec (Fondo que defiende a militares ante la JEP) para conocer la respuesta del general Marcos Evangelista Pinto, el mismo que salió de la Brigada 30 del Ejército hace unos meses, tras el atentado al presidente Duque.
En el caso del mayor Francisco Adrián Álvarez, jefe de operaciones, el oficial en la justicia ordinaria fue condenado en primera instancia y luego absuelto, precisamente por investigaciones sobre dos bajas cuestionadas.
