Yo no sé ustedes, pero yo me siento ultrajado y atracado por el sistema de energía eléctrica del país. Tengo la desazón que se produce cuando tiene uno la certeza de que la tumbada que nos han pegado, nos están pegando y nos van a pegar los oligopolios dueños del sistema bajo la batuta del gobierno, es olímpica. Tengo la misma indignación que produce el raponazo callejero o la estafa sutil, que nos quita un bien de nuestra propiedad. Porque la argucia diseñada por el Ministerio de Minas y Energía y la Creg (Comisión de Regulación de Energía y Gas) para sacar del bolsillo de los usuarios una cantidad cercana a los 18 billones de pesos, mediante el mal llamado ‘cargo por confiabilidad’, es inicuo, es decir, contrario a la equidad, malvado e injusto. Sobre todo, si se entiende que así, sacaron de los bolsillos de los colombianos –muchos de ellos los más débiles e indefensos–, esa cifra estrambótica para favorecer las ganancias monopólicas del capital financiero parasitario: de los más ricos del planeta.

En el trasfondo de este andamiaje, montado a la sombra de las leyes 142 y 143 de 1994, orientado a desregular y privatizar los servicios públicos –en este caso particular, el de energía eléctrica–, lo que hay, por definición, es la garantía de un negocio excelentemente remunerado al sector privado. No es la satisfacción del usuario con un servicio económico, confiable y oportuno. Todo lo contrario, es la exacción del bolsillo con tarifas del servicio de las más altas de América; es la inestabilidad del suministro con altas y bajas o suspensiones inesperadas que afectan a usuarios residenciales, comerciales, industriales o institucionales…Y, ahora nos amenazan con el racionamiento que, en la práctica sufrimos de manera permanente y, con más alzas en las tarifas de energía y gas. No les parece suficiente la ganancia, ergo, quieren más. Quién pagará: los mismos de siempre.

Es evidente que se ha agudizado la contradicción entre el lucro privado y el interés público, que son antagónicos por naturaleza. Un fenómeno que sacude las economías de muchos países, incluso de los desarrollados. Después de la oleada de privatizaciones que, en las décadas de los 90 del siglo pasado y la primera de este siglo, se extendieron por infinidad de países el proceso empieza a revertirse. Dos ejemplos, en 2013 la segunda ciudad de Alemania –Hamburgo, su principal puerto– por votación popular decidió devolver la titularidad pública a las redes de electricidad gas y calefacción. (Múnich y Frankfurt nunca privatizaron el servicio de energía.) De igual manera, la ciudad de Boulder (Colorado) en los EE.UU., determinó, mediante referendo, no solo lo mismo sino que ordenó migrar a fuentes de generación de energía limpias, es decir, no utilizando combustibles fósiles (carbón, gas y petróleo). Si los colombianos queremos tener la certeza de que la energía eléctrica que se nos suministre en el futuro sea limpia, segura, confiable y de buen precio tendremos que librar, obligatoriamente, esta discusión. Esa es la conclusión que nos deja la crisis energética que nos está atravesando. La pelota está en nuestras manos.
