La primera vez que se fue la luz en el palacio presidencial, Dilma Rousseff hizo una mueca. La segunda, volteó los ojos. La tercera, saltó de la silla y exigió a su personal que averiguaran lo que sucedía.

“Ese era mi tema”, dijo, echando chispas, durante la entrevista, señalando que había hecho de la red eléctrica brasileña una prioridad antes de que la suspendieran como presidenta. “No sé el motivo por el que sucede esto”.

Con Rousseff desprovista de su autoridad, la sensación de impotencia e indignación impregna el Palácio da Alvorada, la residencia en la que le permiten vivir mientras el conflictivo debate sobre su destitución definitiva se atasca en el senado.

No se suponía que acabara así. Brasil esperaba celebrar sus victorias en la carrera hacia los juegos olímpicos que se celebrarán en Río de Janeiro y no ser rehén de un espectáculo de disfuncionalidad política.

Se suponía que a estas alturas, Rousseff, la primera mujer que ha dirigido a Brasil, estaría preparándose para saludar dignatarios y no sufriendo la humillación de un juicio político que, mientras se dirime, la tiene colgando de un hilo.

“Estos parásitos”, así es como llama a sus rivales, a quienes tratan de destituirla. A quienes sufren sus propios escándalos de corrupción.

Por ahora, sigue rodeada por los lujos del palacio diseñado por Oscar Niemeyer, con un batallón de empleados que sirve tacitas de café, la piscina climatizada al fondo y el jardín, perfectamente mantenido. Obras maestras del modernista Emiliano Di Cavalcanti o de Alfredo Volpi cuelgan de las paredes.

Pero estos días, el palacio, de diseño futurista, parece más un búnker que una mansión lujosa. Le da vueltas a su situación, tratando de entender los apoyos que le quedan y se prepara para el juicio político. Ha comparado a sus rivales con las higueras que rodean árboles en la selva, que los estrangulan hasta matarlos.

El gobierno interino, que lidera Michel Temer, el vicepresidente que se hizo cargo del país el mes pasado después de romper su alianza con Rousseff, ya paga las consecuencias de una serie de pifias en el poco tiempo que lleva gobernando.

La primera: uno de sus aliados más cercanos dimitió de su puesto como ministro de Planificación después de que se hiciera pública una grabación el mes pasado en la que un asesor explicaba cómo el Partido del Movimiento Democrático Brasileño, el PMDB, había buscado la destitución de Rousseff para entorpecer la investigación por fraude y corrupción que arreciaba contra la empresa nacional de petróleo, Petrobras.

Después, el recién elegido ministro de Transparencia, una especie de zar anticorrupción del presidente Temer, renunció después de que una grabación mostrara que también había hecho lo posible para bloquear la investigación.

Más allá de eso, Temer, de 75 años, un abogado que deslumbra a sus compatriotas por la versión antigua del portugués que utiliza para expresarse, decidió no nombrar mujeres ni negros en su gabinete. Su decisión levantó las críticas de los habitantes de un país donde más de la mitad de la población se define como negra o mestiza y donde las mujeres ya ocupan puestos relevantes tanto en el congreso como en la judicatura o en los órganos directivos de grandes empresas.

Rousseff, que se define como izquierdista y fue miembro de un grupo de guerrilla urbana en su juventud, ha descrito el gobierno de Temer como “un gobierno provisional de hombres blancos ricos. No pensé que llegaría a ver en Brasil un gobierno tan conservador como este”.

Con el apoyo de sus aliados, espera que los últimos golpes a la legitimidad de Temer sirvan para inclinar la balanza de los votos del juicio político a su favor. También señaló que todo lo que necesita para que eso suceda, y así regresar a la presidencia, es un puñado de senadores que cambien el sentido de su voto.

Aun así, por cada error cometido por sus adversarios, Rousseff y sus allegados se han visto atrapados en nuevas revelaciones vinculadas a investigaciones federales por corrupción. No son pocos los retos a los que se enfrenta el Partido de los Trabajadores durante el proceso que pretenden lleve a imponerse en el juicio político.

Rousseff es una de las pocas figuras políticas de peso que no ha sido acusada de robarse dinero para su bolsillo. La acusación contra ella es por manipular el presupuesto para esconder problemas económicos.

Un antiguo directivo de Petrobras ha dicho ante la justicia que Rousseff le mintió y sabía de un contrato vinculado a una refinería en el que se incluían sobornos cuando era la máxima responsable del consejo de administración de la empresa. Ella niega que sea cierto.

Hay algo que puede perjudicarla aún más: la revista brasileña Isto É informó hace poco de que un magnate de la construcción testificó que Rousseff negoció una donación ilegal de 3,5 millones de dólares para la campaña que llevó a su reelección en 2014.

Rousseff rechaza esa historia. Dice que es una difamación y forma parte de una campaña de los medios basada en ataques contra su honor. Pero si se pone en la misma cesta que otros problemas —como que el principal estratega de su campaña y el antiguo tesorero del partido son algunos de sus colaboradores ya encarcelados por corrupción— esas noticias no hacen más que erosionar su credibilidad.

Josias de Souza, columnista político, describió las últimas revelaciones que empañan tanto a Temer como a Rousseff como la “clásica lucha de poder entre facciones criminales” que tiene lugar ante una sociedad ya cansada por la recesión.

Pese a que las perspectivas no son las mejores, Rousseff prepara su defensa. Habla con asesores y abogados y debate estrategias en la capilla que hay en el palacio.

“Siempre quisieron que dimitiera pero no lo haré”, ha dicho. Argumenta que sus rivales han dado un golpe, aunque sea un golpe con la aprobación de la Corte Suprema. “Molesto a los parásitos y seguiré haciéndolo”.

Los líderes del senado dijeron el lunes que el juicio político concluiría a principios de agosto. Es probable que genere protestas durante los juegos olímpicos, sea cual sea la decisión.

Rousseff cree que los investigadores que comparan a Eduardo Cunha, que dirigió la campaña contra ella como portavoz del congreso hasta ser suspendido él mismo por corrupción, están confundidos al compararlo con Catilina, el senador que conspiró contra la república un siglo antes de Cristo.

Cicerón, tribuno romano, denunció a Catilina en una serie de discursos ante el senado, y Rousseff, sonriendo mientras recordaba el latín del colegio, dijo: “Quam diu etiam furor iste tuus eludet?”.

La frase, extraída de una de las catilinarias, discursos en los que Cicerón cuestionó el abuso de poder de Catilina, quiere decir: “¿Hasta cuándo crees que podrás burlarte de nosotros?”.
