Los comentarios-sugerencias siguientes, deberían tenerse en cuenta, en los análisis de la problemática ambiental colombiana y proyección del desarrollo nacional, en el próximo gobierno.
La protección y defensa del medio ambiente, deben ser políticas de estado de obligatorio cumplimiento y de sanciones para todo funcionario que las incumpla.

Cada día se agudizan los problemas y los efectos, devenidos del caos y la anarquía institucional en la protección del medio ambiente. Entre otros: deforestación, contaminación del aire y de las fuentes hídricas, manejo de residuos sólidos, pésima calidad del agua para el consumo humano, desastres naturales evitables, desarrollos urbanos en zonas de mediano y alto riesgo, etc.
-Hace tiempo, considero que el problema del uso racional del suelo y de los recursos naturales, a pocos ciudadanos les interesa realmente, incluidos no pocos ambientalistas confesos o pantalleros, movidos por intereses mezquinos, generalmente.
De interés: Desafíos y oportunidades
El nuevo gobierno que inicia el ejercicio de funciones legales, el próximo 7 de agosto, en campaña se comprometió a trabajar y defender todo lo que signifique defensa de la vida, en general. Lo ideal para todo humano, es que se traduzca en acciones y decisiones efectivas. Colombia y el planeta lo necesitan.
-Considero que, desde el Ministerio del Medio Ambiente, se puede hacer bastante para revertir la tendencia a la anarquía y el caos, que prevalece en Colombia, sobre el uso, protección, conservación y recuperación de los recursos naturales y para mitigar el cataclismo climático que acecha al planeta y a la permanencia de la vida en él.

-Creo que en Colombia se pueden desarrollar programas de reforestación, haciendo cumplir lo ordenado en el artículo 111 de la ley 99/93. Este dispone que los municipios y departamentos deben apropiar el 1% de los ingresos directos anuales, durante 15 años, para proteger y conservar las fuentes de agua que abastecen los acueductos municipales. La mayoría no han cumplido esa orden.
Esa suma equivale a 250 mil millones por año, aproximadamente. Se podrían reforestar 25.000 Has Anualmente.
-Esa obligación debe extenderse al presupuesto de la nación. Además, deben establecer que las multinacionales, que explotan recursos naturales, debe invertir un porcentaje de la producción bruta, para reforestar en el área de influencia directa. Pero con la condición que tales reforestaciones se ejecuten con supervisión del estado y la comunidad.

-Pode el Estado ordenar que las multinacionales que desarrollan actividades que destruyen vegetación, deben reforestar, durante el tiempo de construcción de las infraestructuras del correspondiente proyecto, un área equivalente al 200% del área intervenida. Esta obligación debe hacer parte de la correspondiente licencia ambiental. Igual dicha obligación debe recaer sobre los concesionarios viales y urbanizadores.
-El ministerio del Medio del Ambiente, debería hacer lo que se requiera para establecer como Políticas de Estado, la definición y conservación de todas las Rondas de todas las fuentes superficiales de agua y que dichas rondas, no sean inferiores a 100 metros a cada lado y declarar zonas de reserva las cuencas y sub-cuencas de alta pendiente, superiores al 45%, de esas mismas fuentes superficiales.
De interés: Legado nacional al próximo Gobierno
-Lo anterior puede concretarse en un Ordenamiento del Uso de la Tierra a Nivel Nacional, estrictamente técnico-ambiental y debe articularse con una Reforma Agraria Integral, que conduzca a usar para agricultura y ganadería, únicamente suelos de baja pendiente y ordena disponer la protección y recuperación de la vegetación nativa, en todas las áreas de alta pendiente, esas superficies a las que tiene que recurrir el campesino pobre, bajo la presión de los dueños de tierras planas, con la complicidad del mismo estado, en la mayoría de casos. Solo así se puede lograr una real Reforma Agraria Integral.
-Las Corporaciones Autónomas Regionales, deben ser reestructuradas a fondo y deben redefinirles funciones y controles precisos, en todos los casos con sanciones severas, el incumplimiento. Hay mucho parasitismo burocrático en casi todas. La mayoría de ellas, no satisfacen el objeto para el que fueron creadas.

Deberían articular sus funciones con el control de la calidad del agua para consumo humano. Informes oficiales señalan que el 90% de los colombianos consumen agua no apta para consumo humano. Igual ocurre con el manejo y tratamiento de basuras y aguas servidas o residuales.
-Debería el próximo gobierno, durante su cuatrienio, fijarse el objetivo de desarrollar en todos los municipios, EL PLAN DE GESTIÓN INTEGRAL DE RESIDUOS SOLIDOS, bajo términos específicos y concretos de selección en la fuente, producción de compost y manejo de lixiviados.

El manejo de las basuras en Colombia es un negocio dominado por el cáncer de la corrupción, el clientelismo y la politiquería. Es un sector de la gestión sanitaria que exige medidas de control inmediatas. Bogotá no es la excepción.
-El tratamiento de las aguas residuales es otro filón de la corrupción, de los sobrecostos, del caos administrativo y de ausencia de controles, sin lograr producir resultados aceptables. El próximo gobierno debe ordenar aspectos vertebrales sobre estudios y diseños de sistemas de tratamiento de aguas residuales, entre otros, que siempre tienen que localizarse o ubicarse fuera del perímetro urbano y sub-urbano y debe disponer de espacio para ampliaciones futuras.

La nominada Ministra del Medio Ambiente, en el próximo gobierno, Dra. Susana Muhamad, tiene la oportunidad para desarrollar sus capacidades de liderazgo, gestión y acción y de aportarle a Colombia, en el campo ambiental y de desarrollo sostenible. Colombia es una nación en obra negra. Se ha perdido mucho tiempo.
La contaminación del aire y el ambiente en general, debido al consumo de combustible o combustión interna o carburación, puede ser la más grave y en las cumbres internacionales climáticas, parece que lo ignoran.

El consumo nacional ya superó los 310.000 barriles diarios (1 barril 42 galones). Si lo multiplicamos por los índices de producción de CO y el CO2, que genera el consumo de cada galón, podemos dimensionar esa fuente de contaminación. Los ambientalistas, generalmente no se ocupan del calentamiento que al mismo tiempo ocasiona el consumo de combustible. También se puede calcular y recordar el principio científico, expresado en la Ley Cero de la Termodinámica.
El planeta ya superó los 115 millones de barriles de consumo de petróleo por día. Es la mayor amenaza de contaminación y calentamiento global, pero es un negocio que genera cósmicas ganancias. Quizá por eso prefieren no analizarlo y controlarlo.

El gobierno debería estudiar la posibilidad de establecer metas para la sustitución del parque automotor de servicio público, por vehículos no contaminantes, iniciando por los vehículos de servicio público.
El tema ambiental real es muy amplio y la amenaza apocalíptica y además exige protegernos de los seudocientíficos, que de diferentes maneras niegan los efectos letales del consumo masivo de carburantes.

El 80% del consumo diario de petróleo crudo, se transforma en carburantes diversos, y la demanda es dinámicamente creciente. Se sabe que están en funcionamiento, un carro por cada 6.8 habitantes de la tierra y que, en el año 2040, habrá un carro por cada habitante.
Son cifras que indican que, si no se toman medidas concretas y prácticas, el cataclismo climático será inevitable
