Un debate de control político del Consejo de Neiva, dejó al descubierto corrupción, en la contratación para construir el Plan Decenal de Cultura del Municipio, pero sin denuncia formal ante ente de control alguno.
Los concejales, Ricardo Vega y Roberto Escobar, denunciaron contratación de personal sin el lleno de los requisitos legales y sobre costos en el pago de materiales y refrigerios para la jornada de construcción del Plan Decenal de Cultura.
Develaron que “únicamente se entregaron 458 refrigerios pero fueron comprados 3.750. En total se repartieron 458 lapiceros pero se cobraron 3.721. Se sacaron 3.664 fotocopias pero se cobraron 16.944. Se advirtieron sobrecostos en transporte y carpetas por más de $30 millones”
El actual Secretario de Cultura Municipal, Gilberto Rojas, indicó “He realizado llamados de atención al contratista para que cumpla con sus obligaciones” y reconoció que ya se han pagado $80 millones al contratista quedando pendiente únicamente 2 facturas.
PUNTADAS SIN DEDAL
La denuncia va directamente contra Raúl Rivera Cortés, quien adjudicó el contrato, pero que no estuvo en la ejecución y hoy es candidato por firmas a la alcaldía de Neiva en las elecciones de octubre venidero. También golpea al Alcalde Rodrigo Armando Lara Sánchez, como ordenador del gasto, indiscutiblemente que a la actual Secretaria de Hacienda Municipal.
No deja de ser curioso que de tal contratación y el nombre del adjudicatario, sean conocedores todos los concejales en ejercicio.
A lo anterior se agrega, son numerosos los concejales, que llegan a la sesión contesta a lista y se retiran, vuelven cuando se está terminando la agenda para volver a responder presentes, desconociendo que el Estado, por intermedio del Erario municipal, les paga para estar en las deliberaciones. Precisamente La Corporación Concejo Visible develó en un informe: “Sin quórum, concejo debatió sobre formalización y legalización de la propiedad rural” (A pesar de que en el inicio de la sesión asistieron la mayoría de Concejales, rápidamente se fueron retirando al punto de quedar solo unos pocos en la deliberación que se extendió por casi tres horas.)
