El Centro de Investigación e Ingeniería CIIC, constituido como organismo de apoyo científico para el estudio y monitoreo permanente del comportamiento del principal afluente fluvial del Colombia, puso en funcionamiento en Barranquilla, la Corporación Autónoma Regional del Río Grande de la Magdalena, CORMAGDALENA
La iniciativa tuvo una inversión, solamente en el 2018, de $1.700 millones, y desde ya cuenta con un equipo de profesionales altamente calificado, con formación a nivel de especialistas, maestría y doctorados en cada una de las áreas de intervención y una robusta capacidad técnica, determinada por equipos de última tecnología.
En el CIIC realizarán levantamientos batimétricos y aforos líquidos que permitan evaluar, por ejemplo, las condiciones de profundidad en el canal de acceso al Puerto de Barranquilla y del Río Magdalena en donde se solicite; así como la modelación de escenarios para el estudio del comportamiento del río, mediciones de calidad del agua, y estudios sedimentológicos entre otros, con el fin de monitorear de cerca el Río Grande.
El Centro se encargará no solo de estudiar y modelar el Río Magdalena para beneficio de todos los usuarios a lo largo de sus 1.540 kilómetros de extensión, sino que, a mediano plazo, pretenderá de estructurar el área de ciencia, tecnología e innovación, como semillero y referente nacional en estudios de hidrología, de tal manera que CORMAGDALENA pueda avalar grupos de investigación externos, así como la creación de grupos de investigación propios.
De igual forma, desde el área de Sistemas de Información Geográfica del Centro de Investigación e Ingeniería se viene trabajando en la recopilación de información histórica del Río Magdalena.
¿Y EN EL NACIMIENTO?
La millonaria inversión, generada desde el gobierno nacional pasado, se considera interesante, pero no responde al cuidado y mantenimiento del caudal del Magdalena, porque la parte alta de la vertiente hídrica, Huila Tolima, nunca recibe aporte para el cuidado.
La zona donde nace el principal afluente fluvial de Colombia, solo conoce anuncios sobre millonarias inversiones para la zona baja, cuando en realidad la vida y caudal dependen, del mantenimiento y cuidado del área donde nace el río, El Macizo Colombiano, zona Huila.
El nacimiento del río, La Laguna de La Magdalena y su área lacustre, tiene cada día menos agua, como consecuencia de;
- Tala indiscriminada
- Destrucción de la flora nativa
- Degradación de suelos
- Invasión desenfrenada de ambiciosos y desesperados colonos,
- Explotación inmisericorde de minería,
- Mal uso de la ladera,
- Cultivo de productos agrícolas sin tecnología adecuada,
- Carencia de estudios ambientales, morfológicos, físicos
- Muerte masiva de la fauna restauradora
- Impacto negativo del cambio climático,
- Desatención oficial,
- Incumplimiento de promesas estatales (CONPES del Macizo),
- Usencia de iniciativas para la conservación,
- Carencia de propuestas por parte de alcaldes y concejales de los municipios que la ocupan,
- Desunión de gobernadores de los departamentos del Macizo para elevar proyectos unificados viables, serios y despojados de politiquería barata
- Desconocimiento a los líderes que propugnan por la defensa de esa súper importante zona para la vida nacional (Como los Periodistas: Liberio Jiménez y Dianny Marcela Albornoz Bonilla),
- Nula acción del poderoso movimiento gremial del Huila (Concejo Intergremial del Huila),
- Total desinterés de la “clase” parlamentaria huilense
- Incoherencia de acciones de las corporaciones autónomas regionales de Huila, Caquetá, Putumayo y Cauca
