El caos institucional, moral, económico y social es inocultable. Y es imposible revertirlo y superarlo, bajo el marco institucional legal y estructura de poder vigente, coadyuvados por la actitud permisiva de la sociedad.
Las instituciones públicas y Órganos de Poder, están cooptados por la politiquería y el clientelismo y bajo esa condición, al servicio exclusivo de los usufructuarios del poder público, político y económico.
Es la situación que explica, por qué cada gobernante resulta peor que el anterior y por qué, ninguna reforma socioeconómica realmente equitativa logra ser aprobada.
Colombia está entre las seis naciones más inequitativas socioeconómicamente y de mayor concentración del capital y la riqueza.
Las reformas positivas en lo económico, social y jurídico, que radiquen para su aprobación, son modificadas por el congreso, según sus conveniencias y después de aprobadas, pueden ser desaprobadas o condicionadas por la Corte constitucional.
¿Y cómo eligen a los congresistas y magistrados? Por votación “popular”, nominación y designación de poder superior, proceso en el que dominan, intrigas, palancas y conveniencias. Contrario a lo que debería ser: Debe ser únicamente por méritos ciudadanos, académico-jurídicos, examen de antecedentes, conocimientos y cumplimiento de requisito de edad.
Los magistrados deberían ser totalmente ajenos, a las tendencias del poder de turno. No ocurre. Observamos cómo las Cortes reflejan cada día más conservadurismo en toma de decisiones y como consecuencia de la renovación de sus integrantes, tendencia acentuada desde el plan de desprestigio y persecución que les declaró el gobierno de Uribe, quien, a pesar de múltiples y graves investigaciones, sigue disfrutando de total impunidad. Sin duda son efectos de la penetración de la politiquería, el clientelismo, la inmoralidad y corrupción, en el poder. Objetivo: apoderarse del poder público.
Los diabólicos hechos de inmoralidad, irresponsabilidad política y social, corrupción y festín de recursos públicos, en que están incursos individuos como el ex -Fiscal General de la nación (Martínez), magistrados, contratistas nacionales y extranjeros, ministros, jefes de gobierno, entre otros, tipifican la debacle institucional, moral, económico y social, cuyos efectos llegan a todos los sectores sociales, pero con mayor dureza a los más pobres.
Lo que se conoce como clase política, prefiere guardar silencio cómplice calculado, desde el mismo Presidente de la República, a la espera de que los beneficios de la impunidad institucional, protejan, absuelvan y reivindiquen al sindicado.
En lo económico-social, conocemos el ataque que el poder hace a las economías más débiles (IVA, retenciones), para cumplir las promesas de campaña, a los ricos y organizaciones gremiales. La entrega del patrimonio público a particulares, se da a través de ferias de privatizaciones a favor de particulares y de endeudamiento público confiscatorio. De esta manera, la deuda pública externa e interna, la deuda contingente y por vigencias futuras, ya supera el 100% del PIB. El servicio de la deuda pública interna y externa, superó los $66 billones en 2019 y a finales de 2020, la deuda pública supera el 56% del PIB. El gobierno tiene oído sordo, y aprovecha el festín propiciado por la pandemia, a favor de gremios económicos y financieros. Así responde al clamor y reclamos justos de las mayorías, mientras festina el patrimonio y presupuesto público, sin solucionar nada concretamente.
Las naciones solo tienen una vía para superarse económica y socialmente: acabar con la pobreza e impulsar el conocimiento, el saber. Y los gobiernos lo desconocen, por conveniencia, para proteger el negocio privado de la educación. La educación colombiana es de pésima calidad, y con los efectos de la pandemia, quedará al nivel de la Escuela de Doña Rita. La educación es un negocio al servicio de la especulación económico-social, bajo el espejismo de los títulos y mejores ingresos laborales.
El conocimiento técnico-científico, debe ser protegido por el poder público y debe ser pertinente con el desarrollo nacional y global. Son condiciones que demandan planeación racional responsable, a corto, mediano y largo plazo e inversión estatal, en calidad de redistribución del ingreso.
Esto no existe en Colombia. Esta irresponsabilidad político-social es coadyuvante integral del debacle socioeconómico, moral e institucional en que está sumida Colombia. El pueblo sometido y segregado debe reaccionar. Debe liberarse de compromisos politiqueros. Debe dudar de sus dirigentes. Debe evitar continuar equivocándose al elegir a sus gobernantes. Esto es válido en todos los niveles del poder público.
