La pobreza, el racismo, el narcotráfico, la desconfianza hacia el gobierno y la policía, el rebrote de la violencia tras la firma del acuerdo de paz. Todos los males de una Colombia en crisis caben en Cali, el corazón de la rabia popular que explotó el 28 de abril.
Con 2,5 millones de habitantes, la capital del Valle del Cauca es la tercera ciudad del país. Su población es mayoritariamente negra (52%) y está lastrada por la pobreza (36,3%) y el desempleo (18,7%), según cifras oficiales.
Es un «cóctel con componentes racistas, potenciados por la irritación y el cansancio contra el gobierno; componentes clasistas, exacerbados por una retórica política» que «ha reprimido [la protesta] como si fuera subversión», dice el profesor Delfín Grueso de la Universidad del Valle.
Aquí un retrato de la principal ciudad del Pacífico colombiano que antes de esta crisis era conocida como la capital de la salsa o la del cartel que peleó a muerte con Pablo Escobar por el dominio del narcotráfico en los años noventa, pero que hoy está sitiada por bloqueos, manifestaciones y violentos choques.
– Abuso policial –
La policía, que en Colombia depende del ministerio de Defensa, se especializó en la lucha contra el narcotráfico y las guerrillas en el marco del conflicto armado de más de medio siglo.
La represión de las protestas actuales ha sido «bárbara», según la experta María del Pilar Castillo, de la Universidad del Valle. «Se recrudece en las noches (…), ayudada con helicópteros, con personas civiles armadas o policías vestidos de civil», explica.
De acuerdo a la ONG Temblores, 35 ciudadanos han muerto en Cali, al menos 14 a manos de uniformados. Las autoridades no han registrado policías muertos en la ciudad. En las redes sociales abundan videos de civiles disparando.
«Es un problema de amigo/enemigo. Si la policía ve que ellos [los civiles armados] están contra los enemigos de ellos, que en este caso son los manifestantes, pues no tiene mucho sentido atacarlos. Es una lógica de guerra», añade Castillo.
En casi dos semanas de agitación social han muerto 42 personas, 41 civiles y un uniformado, en todo el país, según la Defensoría del Pueblo.
– Racismo –
A las protestas en Cali se han sumado los indígenas, que en el vecino departamento de Cauca cuentan con una de sus principales organizaciones. El fin de semana fueron víctimas de un ataque a bala que dejó una docena de heridos.
«Cali es una ciudad racista. Lo que pasa es que no se había notado mucho porque la ciudad es segregada», explica Castillo.
Indígenas, negros, ricos y pobres tenían su lugar en la región, pero las movilizaciones mezclaron a unos con otros.
En redes sociales surgió el llamado «movimiento blanco», personas que irrumpen en las protestas vestidos de blanco, en camionetas lujosas del mismo color, convocados en contra de los bloqueos en las vías.
«Son mestizos pero se creen blancos porque se están diferenciando de los afrodescendientes y de los indígenas a quienes llaman indios», sostiene Castillo.
Para Juan Manuel Torres, de la Fundación Paz y Reconciliación, se trata de «élites narcotraficantes» que quieren «hacer justicia por su propia mano».
«Tienen las armas, los recursos, las camionetas blindadas, tienen a sus escoltas y lavaperros (mafioso de poca monta), están formando escuadrones para asesinar manifestantes», precisa.
– La paz aplazada –
Cuando Colombia firmó el acuerdo de paz con la guerrilla FARC en 2016, las autoridades locales bautizaron a Cali como «la capital del postconflicto».
Durante décadas recibió los desplazados por la violencia y la falta de oportunidades en el Pacífico, que luego se asentaron «en los barrios marginales de la ciudad, sin acceso al trabajo y al estudio», describe Grueso.
El desarme de la que fuera guerrilla más poderosa del continente no cerró el capítulo de la guerra.
La región del Pacífico concentra la mayor cantidad de hoja de coca sembrada (57.897 ha) en el país, según el más reciente informe de la ONU (2019). La población quedó en medio del fuego cruzado de grupos armados que alimentan una nueva ola de violencia, con masacres, asesinatos selectivos y desplazamientos.
Disidencias de las FARC que se apartaron del acuerdo de paz; el ELN, última guerrilla reconocida en Colombia, y bandas narco de origen paramilitar se disputan las rentas del narcotráfico, la minería ilegal y la extorsión en esa región.
El gobierno, con una retórica que históricamente ha estigmatizado la protesta social, asegura que las protestas están infiltradas y que hay un plan coordinado de vandalismo.
– Sin fiesta –
Una juventud forzada al encierro, descreída de las instituciones y conectada a las redes sociales lidera las protestas en Cali.
La pandemia castigó la ciudad pues precipitó «a buena parte de la clase media en la pobreza y a buena parte de la gente pobre en la miseria», según Grueso.
Un factor cultural añadió chispa al polvorín. La pandemia encerró la salsa y desde entonces «la psique colectiva está anormal», dijo el alcalde Jorge Iván Ospina en entrevista con El País.
«Le apostamos a reducir las infecciones y no entendimos lo que es el encierro para un joven caleño. Tal vez para un joven de Escocia el encierro es otra cosa», concede.
