La declaratoria de La Urgencia Manifiesta en el Huila, consecuencia de la aguda crisis en la comunicación terrestre centro – sur, permitió levantar el plantón que por 2 días realizaron, en la Plaza de Bolívar de Bogotá, Los Diputados huilenses.
Los miembros de la Rama Legislativa Departamental, se abstuvieron de firmar el documento que surgió al término de las deliberaciones con el Poder Central, porque no quedar satisfechos con el contenido y las dudas de incumplimiento por parte del gobernó Nacional. Ese documento si lo firmó El Ministro del Interior, la viceministra de Hacienda y el gobernador del Huila.
Lo significativo de la protesta tiene que ver con la visibilidad de una problemática que no expuso con antelación La Administración Departamental, los Parlamentarios huilenses no la tenían visible, el establecimiento de un puente entre el gobierno Nacional y Departamental para responder por soluciones concretas y, la demostración real de cómo la unidad de acción de voceros elegidos por voto popular da resultados.
RESULTADOS
El Gobierno nacional se compromete a proporcionar todos los recursos para solucionar la crisis, una vez el Gobierno Departamental, a través del Comité Departamental del Riesgo, declare la Calamidad Pública y remita las justificaciones al Poder central.
Para comenzar esa justificación El Director del Instituto Nacional de Vías con otros altos funcionarios nacionales, empezará a las 3.00 pm de este viernes en Timaná, a evaluar estrategias de solución, que faciliten la decisión del Comité Departamental del Riesgo
Se entiende que el diagnóstico generará proyectos de inversión concretos para ejecutar, con recursos de la Unidad Nacional de Gestión del riesgo y el presupuesto nacional.
Esas soluciones implican la pavimentación de la carretera Sicana – Naranjal – La Guaira, calculada en $42.000 millones, el arreglo de la vía Acevedo Pitalito y la reparación del tramo vial Acevedo – Avispero, sin olvidar el restablecimiento del tránsito por Pericongo (Vía central Neiva – Pitalito) que permite la comunicación con Putumayo, Cauca y Nariño.
