Las cajas de compensación familiar del país, podrán desarrollar programas de empleo, formación y emprendimiento, en particular en las zonas rurales y de postconflicto, constituyendo componente clave para consolidar una paz estable y duradera.
El Presidente Juan Manuel Santos, firmó el Decreto 454 de 2017 que reglamenta 2 artículos de la Ley 1780 del 2016, que define lineamientos para que Las Cajas de Compensación cumplan con ese importante rol.
La norma crea el componente de emprendimiento en el marco del Mecanismo de Protección al Cesante, establece la fundación del Fondo de Emprendimiento, que financiará iniciativas de economía social, solidaria y potencia el rol de la mujer con programas de empleabilidad con enfoque de género.
FORTALECER EL EMPRENDIMIENTO
La estrategia de emprendimiento y desarrollo empresarial, hará parte de las políticas promovidas por Las Cajas de Compensación Familiar, fortalecerá todo el sistema de apoyo a las iniciativas que emprenden los colombianos y se constituirá en el fondo con más recursos para promover los proyectos que decidan comenzar los jóvenes, fortalecerá planes productivos, con énfasis en desarrollo comunitario, a través de un capital semilla, proporcionará asistencia técnica y créditos condonables, que apoyen tanto nuevos emprendimientos como el fortalecimiento a micro y pequeñas empresas, al tiempo que acompañar todo el proceso de creación y consolidación de negocios.
La definición del lineamiento de programas e intervenciones permite potenciar el rol de Las Cajas de Compensación Familiar como actoras relevantes en la consolidación y sostenibilidad del actual escenario de la paz, en zonas rurales y de posconflicto.
el decreto que establece los parámetros de funcionamiento del Fondo de Emprendimiento para iniciativas de economía solidaria y potencia el rol de la mujer en programas de empleo con enfoque de género, dispone acometerá: un programa intensivo en mano de obra; idear proyectos con potencial de generación de empleo; fomentar programas de asociatividad; formar en economía social solidaria y promover iniciativas con enfoque de género.
