Un total de 32 hechos de violencia contra líderes de comunidades étnicas, 12 contra líderes afro y 20 contra líderes indígenas registró, en el primer semestre del 2021, La Misión de Observación Electoral – MOE- Lo que más preocupa de estas cifras es la naturaleza de las agresiones, pues el 58% de los hechos contra los líderes afro fueron letales, 5 asesinatos y 2 atentados, mientras que en el caso de los líderes indígenas, la letalidad fue del 70%, 13 asesinatos y 1 atentado.
La MOE alerta sobre la concentración territorial de esta violencia en los Departamentos de Cauca, Chocó y Valle del Cauca donde se concentraron el 54,8% del total de las agresiones. “En el departamento del Cauca fue donde se presentaron más hechos de violencia contra líderes políticos, sociales y comunales en el país. Durante el primer semestre de 2020, sucedieron 45 hechos, los cuales se concentraron principalmente en los líderes indígenas, seguido por los líderes campesinos.” informó Alejandra Barrios, Directora de la MOE.
Otro punto, sobre el que la MOE alertó fue la confrontación abierta entre las Autodefensas Gaitanistas y el ELN en el departamento del Chocó. Incluso durante la cuarentena, los enfrentamientos armados entre estos grupos ocasionaron desplazamientos y confinamientos en poblaciones indígenas y afro de esta región.
Ante este contexto, la MOE hace un llamado a las autoridades e instituciones para repensar los mecanismos de protección que están siendo implementados, a fin de encontrar alternativas viables más eficientes. “Resulta indispensable transitar hacia un concepto de protección colectiva, adicional a la individual, que permita hacer más eficientes las acciones y atender de mejor forma los fenómenos de violencia hacia los liderazgos étnicos, que acechan al país”, afirmó Alejandra Barrios.
