Zona de taxis sobre el parque Santander de Neiva, totalmente sola, durante paro de protesta de taxistas y buses urbanos
El paro indefinido de transporte, que para Neiva, decretó el gremio de taxistas y el de servicio en colectivos, generó diversos impactos, en la sociedad civil.
El miércoles 17 de julio, primer día de la protesta, se calificó como «Día sin carro» similar al que mediante decreto del Concejo Municipal, que ejecuta la alcaldía, con beneficio para el entorno ambiental y tranquilidad ciudadana, la única diferencia, que el ejecutado por la Administración Municipal es ordenado por el Gobierno para que no circulen vehículos privados y el segundo es determinado por un sector de la sociedad para restringir la circulación de automotores de servicio público. El primero prohíbe la movilidad de las motos y el segundo la estimula.
El paro, redujo la contaminación ambiental, descongestiono vías, motivo el uso de bicicletas, facilito la movilidad de peatones, despejó importantes zonas céntricas, redujo infracciones de vehículos de servicio, el ruido decreció, indujo a la solidaridad en propietarios de vehículos particulares, hubo menos trancones en céntricas calles citanas, facilitó el encuentro de conductores de vehículos de servicio público, evidenció la falta de líderes bien estructurados en el gremio de taxistas y de buses para el transporte urbano, carencia de políticas oficiales para manejo del trasnporte en taxis, buses y motos, distanciamiento de la Secretaría de Movilidad Municipal con el gremio de taxistas y de buses colectivos, una ciudad pequeña pero carente de responsabilidad en la ejecución de obras viales, variedad de gremios de transporte urbano, los taxistas los que menos emplean parqueaderos, el número de taxis es muy superior a la demanda del servicio en la ciudad, el mototaxismo está lejos de ser solucionado como problema planteado por taxistas y conductorpes de buses, etc.
EXIGENCIAS
La funcionalidad del mototaxismo, el origen del paro, pero los afectados ni el Gobierno Municipal tienen una solución.
Las propuestas de los taxistas y conductores de buses, carecen de solidez y no responden al estudio y análisis real, y por el contrario son resultado de observaciones, casi que personales.
El gobierno, por su parte, no puede entrar a impedir formas laborales de un núcleo de la población.
A lo anterior se agrega, la existencia de personas propietarias de hasta 15 taxis y otra dueñas hasta de 25 motos dedicadas a movilizar de ciudadanos
