El concejal de Neiva, Juan Pablo Perdomo Zambrano, presentó a la Corporación, un proyecto de acuerdo encaminado a implementar La Cátedra de la Paz en todas Las Instituciones Educativas públicas y privadas de Neiva.
Según la iniciativa, La Secretaría de Educación Municipal, será la encargada de dar cumplimiento al acuerdo y verificar que cada Institución Educativa realice los ajustes pertinentes al currículo para la implementación de la Cátedra de la Paz conforme lo establece la ley 1732 del 2.014 y el Decreto reglamentario 1038 de 2.015.
La implementación debe cubrir la educación Preescolar, Básica, y Médica de toda institución Educativa privada y pública.
La propuesta ya tiene concejal ponente, Leyla Marleny Rincón Trujillo, pero surgen numerosos interrogantes:
¿En Acuerdo Municipal, es suficiente para implementar una Ley?
¿Es necesario un acuerdo para implementar una ley?
¿Si la ley no se cumple, un acuerdo la obliga a cumplir?
¿Si en 4 años no se cumple una ley, un acuerdo si obliga su cumplimiento?
¿Un acuerdo es camino expedito para exigir la aplicación de la ley?
¿El número de cátedras, no debilitan los deteriorados programas de educación en una región como Neiva?
¿La administración municipal tiene o no ya, una estrategia para implementar la ley 1732 de del 1 de septiembre de 2014?
¿En la ciudad ya está en proceso mecanismo para implementar la Cátedra de La Paz, señalada en la ley 1732?
¿Cuántas cátedras educativas, se han dispuesto para desarrollar en las Instituciones de Educación en la ciudad y El Departamento?
La ponente del proyecto de acuerdo, exige aclaraciones, veamos el planteamiento de La Concejal, Leyla Marleny Rincón Trujillo.
