Las reuniones del Gobernador del Huila y del Caquetá, realizadas, una en Neiva, Huila y otra en Balsilla, Caquetá, permitieron, por primera vez en la historia de los 2 Departamentos, echar una mirada a la inversión de recursos propios y nacionales en la recuperación de las vías que los intercomunican por el norte, centro y sur de sus territorios.
Las reuniones no dejaron nada en concreto, solo la intensión de: actuar en unión; acudir juntos hacia entidades oficiales nacionales; reconocer la necesidad mutua; proporcionar recursos propios del erario hacia el mismo objetivo; mover acciones hacia el mejoramiento de la movilidad; las 2 administraciones impulsar trabajos en la misma dirección y; presentarse con unidad de criterios ante el poder central.
Primera reunión
El primer encuentro, (21 de enero de 2021 en Neiva) de los 2 Mandatarios, se cumplió en Neiva, para concretar un trabajo articulado que permitiera presentar proyectos viales como:
- Guadalupe – Florencia
- San Antonio de Atenas – Garzón
- San Vicente del Caguán – Balsilas
Por consiguiente, los 2 se comprometieron a llevar propuestas ante Emilio Archila, Consejero para la Estabilización y Consolidación de Colombia y Juan Esteban Gil, Director Nacional de INVIAS.
“Hemos tratado este tema para hacer proyectos conjuntos como iniciativa PDET, para lograr apoyo con recursos para estas vías tan importantes” precisó Arnulfo Gasca Trujillo, Gobernador del Caquetá.
“Identificamos esas vías como acciones principales de interconexión para trabajar como fuente de recursos de PDET, son 3 vías fundamentales” señaló Luis Enrique Dussán López, Gobernador del Huila
Segunda reunión
La reunión más reciente, fue en la distante localidad de Balsilla, frontera Huila – Caquetá, donde Luis Enrique Dussán López, Gobernador del Huila y Arnulfo Gasca Trujillo, Gobernador del Caquetá, se comprometieron públicamente a mover acciones hacia el mejoramiento de la movilidad, durante los 3 años que les resta de administración, considerando que en algún punto de sus Planes Regionales de Desarrollo, existe un asomo relacionado con el tema y si no lo está, hacer el esfuerzo para no perder el impulso y por lo tanto cumplir a las comunidades de la frontera, siempre olvidadas, por lo distantes de las capitales departamentales.
En esta ocasión la atención de mantenimiento, recuperación, ampliación y conservación están en vías concretas y específicas que involucran las tratadas en la primera reunión:
- Guadalupe – Florencia, la más antigua en el sur
- San Vicente – Balsilla – Neiva, la más mentada en el norte
- Suaza – Florencia, la más reciente en el sur
- Algeciras – Santana Ramos – Puerto Rico, la más olvidada y en proceso de construir en el centro.
Estas carreteras permiten la comercialización de productos desde el Caquetá, vía terrestre, hacia el Huila y el interior del país, al tiempo que facilitan el abastecimiento de mercancías desde el interior colombiano hacia la puerta de la Amazonia.
Conclusión
En las 2 reunión existió la voluntad y la intensión de los Mandatarios para actuar unidos, ante el Poder Central, en procura de mejorar la movilidad terrestre fronteriza.
Un ejemplo concreto. El CONPES Nacional destinó $445.000 millones, para invertir en los próximos 10 años (2021 – 2031) en la recuperación de la vía Puerto Rico – San Vicente del Caguán – Balsillas – Neiva; luego se hace indispensable que los Gobernadores con los alcaldes acudan ante INVIAS, para agilizar esos recursos, dado que las comunidades necesitan el mejoramiento de esa importante vía.
Entre una reunión y otra, el Huila registró la visita de altos Dignatarios del Gobierno Nacional, pero todos coincidieron en anuncias y posibilidades que nada tienen en concreto, fueron simples anuncios oficiales.
Es bien interesante el interés de Los Gobernadores, para trabajar en la recuperación vial de la frontera, pero otra cosa será el apoyo que reciban del Poder Central, colaboración directamente ligada a l voluntad de Este, así los Senadores y Representantes del Huila, digan lo contrario, como lo advertían en reunión con el Ejecutivo Departamental en la primera semana de febrero de 2021.
