La falta de un acuerdo con el ministerio de Agricultura indujo al Consejo Nacional del Arroz, que conforman productores del Meta, Huila, Tolima, Sucre, Arauca, La Región Caribe, Casanare y Norte De Santander, que representan el 95% de los arroceros nacionales a impulsar paro nacional.
El Movimiento Dignidad Arrocera, en reunión del 30 mayo expuso al Ministro de Agricultura:
1) Los precios de compra del Arroz involucren y combinen los mayores pisos de las Resoluciones 296 de agosto 26 de 2015 y la 209 de septiembre 4 de 2016, como base para la expedición de resolución de un nuevo programa de Incentivo al Almacenamiento, el precio del valor de la carga, ha tenido una reducción entre el 11% y el 16% con relación a precios de hace dos años.
Los recursos que se mencionan pendientes de 2017, corresponden a compras de la industria efectuadas en 2016.
Se pide que se paguen con un valor adicional, que mejore la rentabilidad, pues el efecto del cambio climático afecta de manera especial a las zonas arroceras.
2) Revisión a normas de calidad, con énfasis en la toma de impurezas después de separar la muestra y eliminar el porcentaje de grano partido, este parámetro de normas de calidad, no existía antes del 2012. En consecuencia los ingresos se ven afectados por que en la mayoría de los casos superan el valor límite y empieza a tener castigo por parte de la Industria molinera
Se admite hasta el 20% grano partido, por encima de ese porcentaje, se descuenta la mitad del valor por encima del mismo.
3) Dotar de recursos financieros a la pequeña y mediana industria a través de Apalancamiento financiero para que puedan comprar parte de la cosecha, porque no tiene la capacidad en este momento.
4) En relación con las deudas en este momento no hay solución ni avance.
5) Otros temas, como recursos para plantas de secamiento, almacenamiento y Trilla, falta de inversión del Estado en Investigación y ayuda para mejorar la competitividad, no fueron profundizados
– “De no llegar a un consenso, se iniciara el paro por parte del gremio, dado que dichas condiciones amenazan la rentabilidad de las cosechas y representa posibles quiebras económicas”, señaló, Roberto Botero, Representante del Movimiento Nacional de Dignidad Arrocera ante el Consejo Nacional del Arroz.
BAJO PRECIO DE CARGA
El precio de la carga, se redujo entre el 11% y el 16% con relación al de hace dos años y por consiguiente son varios las soluciones que piden los productores, a raíz del incumplimiento por parte del Ministerio de Agricultura con el incentivo al almacenamiento, que debe ser pagado y garantizado para el segundo semestre de este año; la reducción injustificada del precio al grano representa costos de producción superiores a los ingresos.
