En El Congreso de La República, cursan 2 proyectos de ley, que competen, inciden y tienen que ver con el ejercicio del Periodismo en Colombia: Mis-TIC y El Periodismo como profesión (Proyecto de ley 234).
El primero es iniciativa del Gobierno actual, que busca apoderarse del manejo de los contenidos periodísticos emitidos por Radio, Prensa, Televisión e Internet y el segundo, iniciativa de organizaciones gremiales del Periodismo (las bases del Periodismo Colombiano) que busca, el reconocimiento del Periodismo y la Comunicación Social, como profesión.
La ley Mis-TIC, es una verdadera y concreta amenaza para la libertad de prensa en el país, porque desde la institucionalidad, se enfila todo tipo de baterías, para suspender publicación, que de una u otra forma, no le parezca al gobierno de turno.
La forma como el Gobierno presentó la iniciativa y urgencia para el estudio en el Congreso, evidencian la soterrada actitud de la institucionalidad para conseguir mutilar la expresión periodística, que ya muestra sus espolones (Censura a Periodistas de la Radio Nacional, para señalar el más reciente episodio)
La Segunda iniciativa es El Proyecto de ley 234, por medio del cual se busca el reconocimiento de la profesión de Periodista o Comunicador Social, una propuesta que trabaja, desde hace TRES AÑOS la Federación Colombiana de Periodistas FECOLPER y que el año pasado ingresaron a la concepción de esa iniciativa:
- El Círculo de Periodistas de Bogotá
- La Asociación de Periodistas Económicos
- La asociación Colombiana de Facultades de Periodismo
- La asociación Colombiana de Cronistas Deportivos
- La Fundación para la Libertad de Prensa
- El colegio Nacional de Periodistas,
es decir, cuenta con el respaldo de los gremios periodísticos y las ONGs respectivas.
Los dueños de los grandes medios, se fueron lanza en ristre contra la iniciativa, sindicándola como la reaparición de la Tarjeta Profesional (falsedad de toda falsedad); que El Concejo Profesional del Periodista o Comunicador Social que se propone, es dominado por el Gobierno (falsedad de toda falsedad); que no se somete al análisis de las bases, actividad que se realiza desde hace dos años y medio y se continúa en ese proceso; que es una iniciativa de una rosca (Obsérvese la cantidad de organizaciones que trabajan en la concepción de la iniciativa); que el ejercicio del periodista depende del monto del salario(falsedad de toda falsedad) y otras imaginarias deducciones fruto de la tergiversación de Los Propietarios de Medios Masivos de Comunicación en el país.
TEXTO DEL PROYECTO
La propuesta de ley 234 está para segundo debate y seguramente con la ronda de socialización que se efectúa antes de la siguiente legislación, sufrirá modificaciones, que el ponente debe tener en cuenta y que saldrán del análisis efectuado por los Periodistas de las organizaciones, que como La Corporación de Periodistas, Comunicadores Sociales y Trabajadores de los Medios de Comunicación del Huila, ha hecho y le hará.
En Neiva, La Corporación de Periodistas, Comunicadores Sociales y Trabajadores de Los Medios de Comunicación del Huila –CORPEHUILA – como representante de FECOLPER, desarrollará, el tercer sábado de febrero, un encuentro para analizar la iniciativa, donde estará La Presidenta Nacional de FECOLPER, el presidente nacional de la ACOR y el senador ponente del proyecto
La jornada contará con apoyo de la ACOR y la presencia de estudiantes de Periodismo, Periodistas y Comunicadores Sociales de Actualidad y Organizacionales, directores de programas de periodismo de las Universidades: SURCOLOMBIANA, CUN, Minuto de Dios y UNAD y de otras organizaciones como El Círculo de Periodistas del Huila.
