Desde el gobierno del poco célebre alcalde Héctor Aníbal Ramírez, el cartel de la contratación se tropezó con una fuente ilimitada de contratos: el mal llamado Parque Ronda del río Las Ceibas. Aprovecharon, que Colombia acababa de sufrir uno de los mayores embates de la naturaleza –la ola invernal del año 2010–, a la sombra de la cual el gobierno nacional diseñó un programa para invertir cuantiosos recursos en la recuperación de las áreas afectadas. Con gran celeridad, olieron la oportunidad de acceder a dinero fácil y, en un abrir y cerrar de ojos, armaron un “macroproyecto” para con la ayuda de los parlamentarios amigos gestionar los recursos del nivel nacional. Y, ‘coronaron’ el negocio. Un primer aporte fue de 10.000 millones de pesos. El gobierno siguiente, el superalcalde Pedro Suárez, ni corto ni perezoso, continuó la tarea hasta alcanzar una inversión total cercana a los 40.000 millones de pesos.
No solamente hicieron los diseños de obra –incluyendo los rediseños adecuados a sus necesidades– a gran velocidad, sino que, de la misma manera, lograron tramitar una autorización de la entidad ambiental para afrontar el riesgo del río sobre la zona urbana. Es decir, la obra se hizo sin el trámite de la licencia ambiental correspondiente, que es un requisito básico exigido por la ley para una actividad de esa magnitud. La corporación ambiental se dio por notificada con la nota del riesgo, cerrando los ojos y taponando los oídos ante el ruidoso esperpento, renunciando a su obligación misional.
El diseño de la obra –después plasmado en lo realizado–, se hizo violando parámetros ambientales del río de tal protuberancia que muchos ciudadanos quedamos sorprendidos. De manera rápida, señalemos que se redujo la sección del río, determinada por el caudal histórico de Las Ceibas, que exige tener en cuenta las ocasionales crecientes de máximo caudal, porque cuando se presenten podrían dar al traste con las ‘tapias’ y los rellenos del parque. Se canalizó el cauce natural sin considerar la sección del río y su interacción con las orillas, así como el comportamiento de los sedimentos que el río arrastra y deposita en su diario trascurrir. No se tuvo en cuenta el mundo biótico del río: los peces característicos y los microorganismos de su hábitat natural, hoy amenazados.
Las consecuencias no se han hecho esperar. El panorama desde la carrera quinta hasta el río Magdalena es desolador. Se están acumulando sedimentos en volúmenes importantes; están creciendo malezas y material vegetal; se está reteniendo el agua presentando un fenómeno agudo de descomposición que alimenta la proliferación de vectores transmisores de enfermedades como el dengue, el chikungunya y el zika; hecho que la secretaría de salud municipal está en mora de revisar por el peligro sanitario inherente.
El corolario paradójico, es que la CAM acaba de oficiar a la administración municipal para exigir el retiro inmediato del material sedimentario retenido por la ‘megaobra’. Un costo que, con el tiempo, puede terminar superando la inversión realizada. ¡Plop!
