Un amigo, ingeniero civil, me llamó a reclamarme por una frase que solté en un espacio de opinión radial, acerca del fiasco de ingeniería que ha significado el colapso del puente de Chirajara, sobre el río Negro, en la doble calzada Bogotá-Villavicencio. Analizando el tema, afirmé que a los ingenieros se les estaban cayendo todo, no solo puentes, edificios, carreteras, sino hasta las aceras.
Esta última apreciación, le pareció a mi amigo, demasiado ofensiva. Le entiendo su molestia, entre otras cosas porque recuerdo que, una de las burlas más comunes de los ingenieros en la universidad, era precisamente esa. Pero, en verdad, debiera molestarse por el fracaso en muchas de las obras públicas y privadas que la ingeniería ha venido construyendo en el país: el puente en mención, los edificios en Cartagena, el fallido contrato de Navelena para la navegabilidad del río Magdalena, el escandaloso contrato de la Ruta del Sol II por los sobornos de Odebrecht y un largo etcétera, así como, a nivel regional podríamos destacar la irresponsable construcción de El Quimbo, o el eternamente inacabado distrito de riego Tesalia-Paicol, o el fallido estadio de futbol de Neiva…, que ha puesto en la picota pública a esta indispensable rama de la técnica.
Pero, ¿falla la ingeniería nacional?, o lo que está fracasando es la relación de estos profesionales y de muchos otros: médicos, abogados, economistas, arquitectos, etc., con el sistema de contratación y de prestación de servicios gubernamental. Porque, la verdad es que, en el campo de la contratación pública todas las profesiones, – aunque los más visibles son los ingenieros– están permeadas por el perverso sistema que sustenta y mantiene el sector politiquero tradicional, encargado de reproducir el régimen de desigualdad e inequidad con el que las elites gobiernan el país. Son ya, 50 años de corrupción legal desde cuando en la reforma constitucional del año 68 del siglo pasado, Carlos Lleras Restrepo (el abuelo de Germán Vargas Lleras), –uno de los más grandes felones de la historia nacional–, inventara los perversos “auxilios parlamentarios”. La historia de la corruptela evolucionó refinándose, hasta llegar a los cupos indicativos de hoy. A la par, durante ese lapso de tiempo, con el cambio de la constitución, instauraron el modelo de “libre comercio” en el que todo tiene precio, todo se compra y se vende al mejor postor, hasta la conciencia nacional y, en consecuencia, el soborno, la coima, la partija y todas las formas perversas de despresar el erario público, se convirtieron en práctica común; además, de fuente de enriquecimiento ilícito, rápido, fácil y legal.
Que la ingeniería nacional, fuese permeada por el corrupto sistema de contratación era una consecuencia inevitable. Se tenía que comprender lo perverso del modelo para poderse vacunar. Pero, ¿quién se resiste a obtener ganancias pingües, si se le presenta la oportunidad? ¿Si es el mismísimo estado el que la propicia? Difícil, no. No entenderlo y no reaccionar con energía y contundencia ante las propuestas deshonestas, nos ha llevado al estado actual de cosas, donde los contratistas terminan perdiendo el honor, la honra, la libertad, sus empresas y, la sociedad se perpetúa en el atraso y la pobreza.
