Las lluvias que arrecian en todos los 4 puntos cardinales del Huila, aumentaron precipitaciones en la parte nororiental sobre la parte alta de la cordillera Oriental, generando excesivo aumento de corrientes hídricas que alimentan acueductos en Neiva, Rivera, Campoalegre y Algeciras.
Las crecientes generaron destrucción y averiaron de viviendas, destruyeron vías, deterioraron puentes, arrasaron sembrados, destruyeron bocatomas pero afortunadamente no cobraron víctimas humanas.
Un primer reporte de la Unidad regional de gestión del riesgo develó la destrucción de las bocatomas en los acueductos de Rivera y Campoalegre y por la intensidad de la turbiedad cerraron los acueductos de Neiva y Algeciras.
CAMPOALEGRE
Campoalegre, distante 40 kilómetros al sur de Neiva, fue el más afectado, porque la creciente del Río Neiva y las Quebradas Caraguaja y San Isidro, penetraron con sus aguas al área urbana, causando destrozo a 50 viviendas, la destrucción total de la Bocatoma del acueducto y la obstrucción de un lago trayecto de la línea de conducción de agua potable y la avería en un número no cuantificado de residencias. El servicio de energía se suspendió por caída de postes de conducción en largo trayecto sur-norte del área urbana.
RIVERA
La creciente del Rio Frío destruyó la bocatoma del acueducto de Rivera, destruyó largo trayecto de la carretera Neiva-Campoalegre al tiempo que generó desaparición en cultivos antes de su desembocadura al Magdalena.
Como la avenida fue durante las horas de la mañana, no hubo víctimas mortales, pero si cuantiosas pérdidas en la zona rural y el desabastecimiento de agua potable a la población urbana en las próximas tres semanas, según el estimativo inicial del alcalde.
ALGECIRAS
La zona rural de Algeciras, resultó afectada con destrucción de carreteras y desaparición de sembrados, así destrucción de 5 viviendas, pero sin víctimas.
El mayor inconveniente es la incomunicación hacia las zonas de producción agropecuaria, base de la economía local; las vías recuperadas del azote invernal de los últimos 15 años, volvieron a recibir ese impacto, precisan los primeros informes provenientes de esas retiradas localidades.
NEIVA
El Río Ceibas aumentó caudal afectando bocatomas del acueducto; las averió pero pueden ser recuperadas en pocos días, pero obligaron al cierre de las plantas de tratamiento por alta turbiedad.
VISITA
La Ministra de Vivienda, Ciudad y Territorio, Elsa Noguera de la Espriella, que por una casualidad estaba en Neiva, acompañó al gobernador Carlos Julio González Villa, en un sobre vuelo por la zona afectada, tomó un primer informe que entregó al presidente de la república, para justificar posibles ayudas a las familias damnificadas.
El Mandatario Departamental, anunció para la mañana del 23 de febrero, la presencia en Neiva, de Carlos Iván Márquez, director Nacional de la Gestión del Riesgo, para hacer un primer balance de la situación y proceder a encausar ayudas tanto a familias afectadas como a gobiernos municipales; sin embargo es indispensable que cada alcalde entregue el consolidados de su respectivo comité local de emergencia.
