Ante la mirada pasiva de la administración huilense, la despreocupación de la clase dirigente regional, el olvido oficial y la indiferencia de las alcaldías de La Plata, el Cauca busca apropiarse de más de 95 mil hectáreas, del occidente del Huila.
Así lo expuso el diputado liberal Orlando Ibagón Sánchez, durante debate en la Corporación, al señalar que 44 mil hectáreas en Santa Leticia, Moscopán y Alfonso López que corresponden al 40% de la extensión territorial de La Plata y 45 mil hectáreas de Teruel, Iquira y Nátaga que hacen parte del Nevado del Huila, las pretende el Cauca, con triquiñuelas que su clase dirigente ha promovido ante el IGAC desde hace muchos años, acompañada con sus inversiones en infraestructura y de tipo social.
Actualmente el gobierno del Cauca, desde Puracé ejerce poder administrativo sobre la zona platense, generando pasividad y omisión en el gobierno9 del Huila, indiferencia de su clase dirigente y de la sociedad en general.
Ibagón Sánchez, bien documentado, señaló que las reclamaciones sobre el diferendo, efectuadas por el Gobierno Caucano, no tiene asidero de tipo legal, basándose en argumentos subjetivos con el apoyo de su clase dirigente en el Congreso de la República.
Cuarta conclusión el IGAC ha mantenido las cartas cartográficas del Huila de acuerdo a la normatividad existente (ley del 18 de abril de 1826, de mayo de 1857 y 1905).
En la exposición exigió al IGAC que de inmediato retire, de los mapas oficiales del Huila y del Cauca, la línea de trazos cortos que hace determinar que dicha zona se encuentra en litigio, cuando se sabe que el acuerdo de voluntades entre los gobernadores del Huila y Cauca fue para definir aspectos fiscales relacionados al cobro de impuesto predial, y no la determinación de una zona en litigio. “Además cuando el mismo director del IGAC, Nieto Escalante, ha dicho que el IGAC no define limites, la pregunta entonces es, por que modifica los mapas, cuando no hay pronunciamiento del Congreso de la República”, manifestó Ibagón Sánchez.
Por consiguiente, advirtió al Gobierno Departamental sobre la posibilidad de perder vastos territorios de la geografía departamental, por lo que sugirió al Gobernador, Carlos Julio González Villa, promover la ratificación de los limites legalmente establecidos por la Ley en los sectores de Leticia – Moscopán y Rio Negro de Narváez, procediendo a iniciar los trámites establecidos según la ley 1447 de junio 9 del 2011, teniendo en cuenta que existen argumentos jurídicos, geopolíticos, riquezas hídricas, ambientales, turísticas y arqueológicas entre otras, que favorecen al Huila.
Solicitó Gobernador del Huila formar de inmediato un equipo interdisciplinario de abogados, técnicos y/o geógrafos e historiadores que conozcan del tema, para que estudien y preparen el documento de solicitud de ratificación de linderos del Huila ante las instancias competentes establecidas en la ley 1447 de 2011, con el acompañamiento de la comisión limítrofe del Departamento y La Plata, al tiempo que presente el documento de ratificación de linderos del a la Asamblea Departamental en el segundo semestre de este año para el estudio respectivo.
Todo lo anterior debe estar acompañado de inversiones en esas zonas para afianzar la presencia institucional, y poder impactar el argumento que esgrime el Cauca para reclamar estos territorios.
Los Congresistas del Huila deben gestionar recursos importantes del Gobierno Nacional para obras como pavimentación de la vía entre La Plata-Villa Lozada-Gallego-Belén-Santa Leticia, así como gasificación, proyectos productivos para el sector agropecuario y atención en defensa del territorio huilense zona Moscopán y nevado del Huila.
