Es corriente escuchar: “eso es del gobierno” o “que roben pero que hagan algo”, no importa. Es un monumental error. Las inversiones, gastos y corrupción del desgobierno, se financian con impuestos, que pagan todos los ciudadanos.
El gobernante, generalmente carece de interés y responsabilidad para lograr resultados positivos en su gobierno. Generalmente se interesa es con quién contrata.
La contratación es la vena rota del presupuesto público. Ocurre en Neiva, el Departamento, y en toda la nación.
Hay casos a porrillo. El antisocial proyecto El Quimbo: Uribe y sus secuaces lo impusieron, sin importarles los legítimos intereses del Departamento y ciudadanos.
Riego Paicol -Tesalia: lo impusieron sin análisis responsable de los estudios y diseños y el mismo mesías y sus secuaces, embarcaron al departamento en crédito de $40.000 millones y entregaron para que el mesías, decidiera su adjudicación. Actualmente, en Neiva, sin soporte técnico-económico ni ambiental justificables y contra los intereses reales de la comunidad presente y futura, la Administración Municipal quiere imponer un sistema de tratamiento de aguas residuales, que solo encuentra explicación en la irresponsabilidad administrativa y social.
La suma de desaciertos, actos de corrupción y desgobierno, son los que impiden el desarrollo socioeconómico integral y sumen en la pobreza endémica a naciones, en todo el planeta.
Gobernar a una nación, obliga ocuparse y responder por todos los aspectos del desarrollo, garantizar mejoras permanentes en la calidad de vida de sus habitantes. Esas condiciones nunca se cumplen en Colombia. Por eso socioeconómicamente y técnicamente, estamos como estamos.
Los gobiernos son representantes incondicionales del poder económico y como tal, defienden el capital y el patrimonio, de los más ricos nacionales y extranjeros, y explotadores de las riquezas nacionales. El espíritu y esencia de la reforma tributaria, lo confirma. No toca impositivamente al sector financiero, entre otros. Les rebaja los impuestos y parafiscales.
Sellada la independencia de la Nueva Granada, Bolívar sentenció. “Estas naciones mientras sean gobernadas por abogados y curas, nunca podrán consolidad la democracia”
Debemos convencernos que gobernar una nación, es un compromiso que exige mucha responsabilidad, conocimiento general e integral del desarrollo, experiencia y honestidad.
El mayor culpable de tanta tropelía contra los pobres y tanta generosidad con los ricos, es el Congreso. Además de corrupto e irresponsable, es descarado con el pueblo que lo eligió. El pueblo debe demostrar que realmente es soberano. Que de su voto dependen ellos.
En consecuencia, desde ya y utilizando las herramientas del constituyente primario, debe decidir, las profundas transformaciones que requiere la nación.
