En el más atinado de los significados del adjetivo vitando como despreciables, que desgraciadamente son miríada en este país campeón mundial en corrupción, producto del sistema político electoral de albañal que nos rige y que integran las asambleas departamentales, es lo que tenemos en nuestro empobrecido departamento convertido en pastaje de elefantes blancos y de permanente asalto al tesoro público en todas las modalidades, según un informe del jefe de la Oficina de Participación Ciudadana de la Contraloría, Edwin Alexis Artunduaga, que concluyó en una investigación a la Duma en el último periodo, que se habían nombrado 57 “asistentes” pagos con recursos oficiales sin que desempeñaran ninguna función como servidores públicos, provocando un detrimento patrimonial de casi 500 millones de pesos.
Y claro, como ocurre en casi todas las corporaciones públicas, fueron nombrados para pagar favores politiqueros que no políticos, y de coordinación de las campañas de los diputados en la pasada contienda electoral, como ocurrió con toda seguridad en la mayoría de estas inútiles corporaciones, convertidas en abrevadero de la más hirsuta politiquería, para lo cual se firmaron 57 contratos de “prestación de servicios” de mentiras como se acostumbra, para el supuesto apoyo a los vitandos diputados, que se pagaron utilizando incluso recursos destinados a otras actividades como la selección del nuevo contralor, en una sucesión de punibles contra la administración pública.
Ha dicho el organismo de control para rubricar el grave detrimento patrimonial, que a todos los diputados les asignaron asesores a control remoto encargados de mover sus campañas en las regiones de origen, funcionando en municipios distintos al asiento principal de la Duma, que por supuesto no cumplían ningún horario, ni asistían a las sesiones, ni desempeñaban ninguna función administrativa, ni presentaban informes, ni rendían cuentas, y su vinculación claro, se hizo saltándose los procedimientos administrativos, celebrando contratos masivos clonados para poder ejercer todos realmente las mismas politiqueras y vitandas actividades, con desviado cargo al tesoro público, concretándose una auténtica falsedad contractual.
No podía hacer menos el organismo de control, que remitir el expediente a la Oficina de Responsabilidad Fiscal, compulsando copias a la Fiscalía y a la Procuraduría por la patente indebida destinación de recursos públicos, faltando solo las demandas de pérdida de investidura de los diputados involucrados en el desfalco al presupuesto público porque así hay que llamarlo sin elipsis, al autorizar pagos a personas que no desempeñaban ninguna función administrativa de apoyo en la Asamblea, que de demostrarse plenamente con observancia del debido proceso, generaría inexorablemente la pérdida de investidura, como lo resolvió recientemente el Consejo de Estado en el caso del representante a la Cámara por Nariño Gustavo Estupiñán, precisamente por indebida destinación de recursos públicos, en una labor de asepsia y antisepsia política que es urgente realizar en este país sumido en la más pavorosa corrupción que tiene hontanar como tantas veces lo he dicho, en los desmanes de la clase politiquera y corrupta que tenemos, que no tiene ninguna intención de reformarse. Sin duda vitandos diputados.
