El Gobierno del Huila, pretende reducir a cero $14 mil millones generados por interés corrientes y moratorios, a los beneficiados del Fondo Genaro Díaz Jordán.
La idea del ingeniero Luis enrique Dussán López, gobernador del Huila, es fortalecer el potencial económico del Fondo, para poder atender nuevas solicitudes de créditos blandos, de jóvenes que deseen acceder a universidades públicas o privadas del país.
La condonación de la carga de interés, la recibirán, durante el mes de mayo quienes:
1-. Paguen el crédito otorgado y
2-. Cancelen cuotas atrasadas y sigan pagando el crédito.
La tercera opción consiste en refinanciando la deuda con los intereses tanto ordinarios con moratorios, a un plazo acordado.
Buena idea
La idea acordada por La Junta Administradora del Genaro Díaz y concordante con la ordenanza 072, es atractiva, pero, es muy difícil de alcanzar el objetivo dado el corto plazo señalado para el pago del capital.
Los deudores son jóvenes profesionales con dificultades para conseguir trabajo, afectados tanto por el alto índice de desempleo como el bajo salario y las condiciones de contratación que, ha dificultado cumplir el crédito oficial adquirido, para adelantar los estudios superiores.
Dicotomía
El Departamento define los nombres de los beneficiados y coloca los recursos económicos en las arcas del Instituto, pero el ICETEX maneja los créditos conforma al sistema centralista que lo caracteriza.
Ese manejo genera dicotomía, porque la única preocupación de la dirección General del Instituto, es disponer de una renta para alimentar la onerosa nómina centralizada en Bogotá, cosa muy diferente al criterio del Gobierno Departamental.
Deudores
Actualmente hay en el Huila, existen 2.228 beneficiados del crédito proporcionado por el Genaro Díaz, de acuerdo al informe de Martha Cecilia Polanco Directora del Fondo en la Secretaria de Educación Departamental.
De esa cantidad 1.267 (56.87%) están amortizando, pero de esta cantidad 961(75.84%) se encuentra atrasado.
