Tres líneas estratégicas que involucran a los 16 municipios del Caquetá y a $1,4 billones se identifican el Contrato Paz, definido esta semana por el Poder Central, en Florencia, durante la reunión del Órgano Colegiado de Administración y Decisión – OCAD – Regional Centro Sur.
Ese Contrato busca reducir la pobreza y el cierre de Las líneas de: Inclusión Social y acceso a servicios básicos para la construcción de paz, con inversión de $815 mil millones; Inclusión Productiva y cierre de brechas de infraestructura de transporte para la competitividad, con recursos por $491 mil millones; y el fortalecimiento de la capacidad institucional, ordenamiento territorial y uso sostenible del capital natural con $110 mil millones
PROYECTOS
En las iniciativas de mayor incidencia social esta Sector transporte que, mejora vías terciarias mediante el uso de placa huellas en Florencia, Belén de Los Andaquíes, San José del Fragua y Albania, por $12.465 millones, donde el DNP aporta $10 mil millones; beneficia a más de 208 mil habitantes con la construcción de 9,9 kms de placa huella en zonas rurales.
Sector de minas y energía permite construir sistemas de energía solar fotovoltaica en 64 veredas de Puerto Rico, San José del Fragua y Solano, por $19.805 millones y permite que 1.149 nuevos usuarios de áreas rurales del sistema no interconectado, cuenten con energías alternativas.
Sector agricultura fortalece la red de frío en Cartagena del Chairá, Curillo, El Doncello, El Paujil, Florencia, Milán, La Montañita, Puerto Rico, Solano, San José del Fragua, San Vicente del Caguán, con una inversión de $14.585 millones, beneficiando directamente a 5.336 productores rurales y a 90 microempresas productoras y comercializadoras de leche y queso de la región.
PERÍODO DE INVERSIÓN
“El Contrato Paz Caquetá se implementará desde el 2017 hasta el 2021 y dicha inversión de $1,4 billones tendrá recursos de la Nación por $784.004 millones (52,7%), del departamento y los municipios de Caquetá por $498.669 millones (35,2%) y del sector privado por $171.046 millones (12,1%)”, enfatizó Luis Fernando Mejía Alzate, el Director General del DNP.
¿QUÉ SON LOS CONTROS PLAN?
Se crearon como, instrumento institucional dirigido a impulsar el desarrollo territorial, mejorar tanto la priorización de acciones como la concurrencia de esfuerzos y fuentes de financiación entre la nación y los gobiernos territoriales.
Su marco jurídico e institucional se encuentra en el Plan Nacional de Desarrollo 2010-2014 Prosperidad para todos y la Ley 1454 de 2011.
En el proceso de fortalecimiento y expansión de los Contratos Plan, se desarrolla la segunda etapa, Contratos Paz, que tienen como objetivo priorizar inversiones en las regiones de mayor afectación por el conflicto Armado. Actualmente existen 11 contratos en 14 Departamentos.
