En el mes de agosto del presente año, el presidente de la ANDI Bruce Mac Master cuando se anunció  por parte del Gobierno la enésima reforma tributaria, manifestó que lo que más le asustaba de ella, era que terminara pupitreada  en los últimos meses del año, que en lenguaje prosaico equivale a decir que terminara como siempre terminan las cosas en el Congreso, o sea aprobada a  los mermeladazos, o como dijera el inquisidor Ordóñez, a que nos la metan con vaselina para que también como siempre lleven del bulto el grueso de los colombianos con el aumento indiscriminado del IVA que se propone, que es la fórmula manida para tratar de conjurar el derroche y la corrupción del Estado ladrón y despilfarrador que tenemos.

Y dicho y hecho. El susto anunciado por Mac Master se lo van a pegar, lo mismo que a todos los colombianos, pues solo hasta la próxima semana se comenzará a estudiar el fárrago de 311 artículos en el Congreso de la propuesta del Gobierno más las 2 ponencias alternativas que hay, contando apenas con  tres semanas de tramitación de la que ha sido denominada como otra reforma nefasta lo mismo que las reformas tributarias del 2012 y el 2014, como que ni el informe de la Comisión de Expertos ni el proyecto de ley resuelven los problemas del sistema tributario, como lo expresó un verdadero experto en el tema  Santiago Pardo Ramírez en El Tiempo, quien recomienda estérilmente al Congreso que sea rechazada.

Y es que no puede ser más nefasta la tal reforma tributaria estructural con los serios reparos que se le hacen, al punto que el mismo Pardo afirma que la noticia del bajo crecimiento de la economía el último trimestre debería ser argumento suficiente para retirar el proyecto de ley, que de aprobarse terminará frenando la economía colombiana con consecuencias tan graves como la pérdida del grado de inversión por parte de las calificadoras del riesgo, con la adehala de que los inversionistas extranjeros perderán su interés en venir a Colombia, y los nacionales concentrarán sus inversiones  y su residencia fiscal fuera del país. Mejor dicho, tras de cotudos con paperas ahora que tenemos que afrontar el posconflicto.

Y es que el texto de la reforma tributaria no se compadece agrega Pardo, con unos contribuyentes agobiados en los hogares, los asalariados y las empresas formales, frente a una evasión y a un contrabando crecientes, que no se deben combatir con más leyes y códigos que no se cumplen, sino con un plan de choque permanente contra estos fenómenos endémicos, reduciendo simultáneamente la tributación actual de las empresas antes que aumentarla para hacerlas competitivas, pues de lo contrario las únicas empresas boyantes serán las criminales como el contrabando, la minería ilegal y la corrupción en la administración pública que financian la politiquería, y que según el fiscal Martínez vienen actuando como verdaderos carteles al estilo de los del narcotráfico. Espero equivocarme, pero en lugar de rechazarla nos la meterán bien lubricada con lo que ya sabemos en el inefable Congreso.
