Los «mismos de siempre» son protagonistas estelares de las elecciones presidenciales del 29 de mayo en Colombia. Aquellos herederos de la vieja política. Los representantes del establecimiento. Los llamados «delfines».
«Colombia ha decidido que no vamos a seguir más como estamos. No vamos a seguir con los mismos y con las mismas de siempre», dijo, por ejemplo, Gustavo Petro, el líder de izquierda favorito en todas las encuestas, en un mitin de campaña la semana pasada.

Pero no solo es Petro: los candidatos Ingrid Betancourt, Sergio Fajardo y Rodolfo Hernández también se presentan al país como posibles gestores de un cambio que espera romper con lo que, según ellos, han sido décadas de política clientelista carente de renovación.
Aunque ha habido casos excepcionales de outsiders que llegaron al poder en Colombia, la teoría de «los mismos de siempre», de moda por la enorme de voluntad de cambio que reportan los colombianos en las encuestas, tiene mucho de evidencia.
Una investigación de senadores de izquierda reportó que, hasta 2018, en 200 años de historia los colombianos habían sido gobernados por tan solo 40 familias.

La gran mayoría de ellas, además, son de la misma región: de 118 presidentes, 80 nacieron en los Andes, el entramado montañoso donde se concentró la riqueza derivada, entre otros, de la primera gran renta: el café.
El último presidente costeño —es decir, nacido en alguna de las vastas costas del país— fue Rafael Núñez, en 1886. Petro, oriundo de un pequeño pueblo en la costa, espera emularlo.
Pero no solo los presidentes vienen de la misma estirpe andina e ilustrada: en los medios de comunicación y las empresas el delfinazgo extiende su influencia.

Un estudio del economista Adolfo Meisel reporta que entre 1974 y 1996 el 65% de los tecnócratas que manejaron la economía fueron bogotanos o antioqueños. Solo un 5% eran costeños. Y el 42% eran de la misma universidad privada, la prestigiosa Universidad de los Andes, ubicada en el centro de Bogotá, la capital.
Un clásico «mismo de siempre» es, para dar un ejemplo, el expresidente Juan Manuel Santos: bogotano educado en el exterior, sobrino nieto de expresidente, heredero del periódico más importante (El Tiempo), joven practicante en la industria del café y político y editorialista sin grandes apegos ideológicos que se movió por el establecimiento por décadas hasta que llegó al poder. Un delfín cuyos hijos, hoy miembros de la farándula nacional, ya suenan como presidenciables en los corrillos de la futurología política.
Los mismos, en la historia
El reputado historiador Jorge Orlando Melo explica que, una vez alcanzada la independencia, en 1819, la primera élite gobernante del país estuvo compuesta por hombres cultos que en su mayoría eran abogados.
«En un país diverso, con élites económicas en cada región, los abogados, y sobre todo aquellos que escribían en los periódicos, eran los propios para generar consensos y facilitar la gobernabilidad», asegura.

Por eso, en el siglo XIX y comienzos del XX los presidentes son más periodistas que terratenientes, dice. Y es ahí cuando empiezan a surgir los apellidos que siguen dominando la política: Lleras, Santos, Gómez, Ospina.
«El país lo maneja una alianza de la gente con plata y poder, pero que define sus reglas por la acción de los abogados y políticos y letrados, hasta 1960, cuando empiezan a tomar ese papel los tecnócratas, más cercanos a los gremios, que reemplazaron el poder de los periodistas», asegura Melo.
En medio de un brote de violencia, en 1958 los partidos Liberal y Conservador firmaron un pacto para rotarse el poder cada cuatro años. El llamado Frente Nacional generó estabilidad política y económica.
La violencia se redujo, pero solo por un tiempo. Todo movimiento que no fuera parte de estos dos partidos tradicionales, muy cercanos en su visión económica del país, quedó excluido. Pronto surgieron las guerrillas.

«El estricto acuerdo de reparto del poder excluía explícitamente a todos los demás movimientos políticos. Dado que los dos partidos en connivencia eran facciones de las élites económicas del país con difusas diferencias ideológicas, los grupos que destacaron como los más afectados por la exclusión política fueron los ideológicamente alineados con la izquierda», se lee en un ensayo del economista Leopoldo Fergusson.
En los 60 y 70 surgieron seis guerrillas en Colombia. Todas buscaban derrocar lo que para sus líderes era la «dictadura perfecta» del bipartidismo. Ninguna lo logró.

Y aunque el Frente Nacional se acabó en 1974, y en 1991 se firmó una progresista Constitución que creó espacio para otros partidos y reconoció la diversidad política y cultural del país, en la práctica muchos creen que el gobierno de «los mismos» se mantuvo vigente hasta hoy.
Esto incluso con la emergencia de un miembro de la élite rural por fuera del bipartidismo: Álvaro Uribe, quien gobernó entre 2002 y 2010 con el apoyo de las élites urbanas gracias a su notable popularidad en plena «guerra contra el terror», frente a las guerrillas.
Uribe, ya convertido en el símbolo de una poderosa élite empresarial y urbana, facilitó las dos siguientes presidencias: la de Santos, que luego fue su opositor, y la de Iván Duque, bogotano hijo de un influyente político liberal.
Concentración de poder y capital sociocultural
Como política y pensadora Cecilia López Montaño, una costeña próxima a cumplir los 80, ha insistido en que la ausencia de renovación política es lo que ha impedido salir de la guerra. Lo hizo en la política —»donde me sacaron», dice— y hoy lo hace en los medios.
«La enorme desigualdad que tenemos en la riqueza, en el acceso a la tierra o al empleo, también la tenemos en la política», asegura.
«Las élites concentran mucho poder económico y han sido muy hábiles en mantener sus privilegios a pesar de los innumerables intentos que ha habido, como la Constitución del 91, de descentralizar el país».
«La particularidad de Colombia es que estas viejas castas sigan dominando la política», dice el historiador Daniel García-Peña, «porque en toda América Latina se dan estas lógicas, pero en ningún país se han mantenido tan intactas hasta hoy, en parte porque Colombia es el único país de la región que no ha tenido un gobierno puramente progresista».
El economista Fergusson explica que las desigualdades en Colombia tienen un arraigo tan grande que tienden a exacerbarse por sí solas y obstaculizan los esfuerzos del Estado, en ciertos momentos, de redistribuir la riqueza.

«En Colombia no existe una educación pública pluriclasista y eso impide que por un lado se borren las diferencias de clase, pero además ayuda a que surjan capitales sociales, culturales y simbólicos que hacen que quienes van a colegios privados tengan, no importa cuán competentes sean, un acceso casi exclusivo al sistema político y al sistema económico», explica el profesor de la Universidad de los Andes.
El capital cultural fue durante años lo que definió el capital político en Colombia.
Petro, a diferencia de líderes anteriores, es un exguerillero que pasó por la pobreza, creció en pequeños pueblos y fue a un colegio público. Ese es, quizá, su capital cultural. Uno que, después de tanto tiempo, puede destronar a «los de siempre».
