Colombia acumula más de 200 años de supuesta vida independiente y soberana. Pero nunca pudo estructurar una institucionalidad, una organización política y un marco legal, capaces de facilitar y alcanzar niveles de desarrollo integral de la nación.
Los resultados socioeconómicos, de desarrollo intelectual, tecnológicos y científicos durante más de 200 años de ejercicio del poder político-administrativo, a nivel municipal, departamental y nacional, son desastrosos.
No hay voluntad política ni responsabilidad social de los gobernantes para ejercer la función pública para beneficiar a todos los ciudadanos. Por el contrario, lo que prospera y prevalece en Colombia es la inequidad socioeconómica, la pobreza, la desigualdad, la corrupción, la criminalidad y la impunidad.
De interés: La mesada pensional no puede gravarse
De acuerdo con el discurso de campaña de los candidatos y posterior gobernante, ofrece solución a toda la problemática nacional. Sin embargo, durante los tantos años de ejercicio de poder los problemas han crecido y agudizado.
La pobreza y la miseria, el desempleo y la informalidad, la inseguridad y la violencia de todos los orígenes, las finanzas públicas y la inversión social, son más precarias, mientras que la criminalidad, la impunidad y la corrupción se generalizan.
La corrupción y la anarquía institucional se catapultaron en los últimos treinta años de la vigencia de la actual constitución.

El desgobierno es galopante en lo municipal, departamental y nacional. La corrupción y la impunidad se tornaron incontenibles y son grave amenaza nacional en el presente y para las generaciones futuras.
Sin profundas, radicales e integrales reformas institucionales y de toda la normatividad legal vigente, incluidas drásticas normas legales y procedimentales, para contener y erradicar la corrupción, el declive ético y moral del poder en Colombia alcanzará niveles de anarquía total.
Bajo esas perspectivas sombrías, los ciudadanos debemos reaccionar y debemos buscar las causas del desastre nacional. El elector, a través de su voto, puede contribuir eficazmente para lograr las transformaciones, especificidades y ordenamiento que requiere el marco legal que debe regular el ejercicio del poder.
De interés: Que decida el constituyente primario
La certidumbre de este imperativo moral y social, debe obligarnos a conocer y entender el promeserismo de los diversos candidatos, y de esa manera, no equivocarnos al seleccionar por quién votar.
El análisis crítico de la situación general de la nación y mis convicciones de los deberes de cada persona como ser social, me obligan a presentar al lector, en el presente documento, algunas propuestas sobre cambios urgentes que deben practicarse en y para el ejercicio del poder público, en Colombia. Entre otros:
En materia de reformas sociales, son inaplazables:
Reformas salarial pensional
Estas reformas, si se considera imposible lograrlas a través del Congreso, pueden lograrse a través del constituyente primario.
Sugerimos: Continuar exigencias socio – económicas laborales y fiscales
Un referendo, plebiscito o consulta popular, pueden poner fin a la inequidad salarial y pensional y la inequidad socioeconómica salarial presente. El constituyente primario, mediante el uso de recursos constitucionales, debe ordenar que:
1. En Colombia, en el sector público, a partir de la aprobación del referendo o plebiscito, por concepto de salario y complementarios, ninguna entidad pública o mixta pueden pagar a trabajador o prestador de servicios, por concepto de salarios y complementarios, más de 15 salarios mínimos mensuales.
2. En Colombia, en el sector público Oficial, a partir de la aprobación del referendo o plebiscito, a nadie pueden pagar más de 8 salarios mínimos mensuales, por concepto de pensión y complementarios y en todos los casos, la liquidación de pensión tiene que hacerse con base en el salario básico mensual, únicamente.

3. Ordenar que todo colombiano en estado de invalidez económica y/o abandono familiar, a partir de los 65 años, tiene derecho a recibir del Estado, una pensión mensual permanente de un salario mínimo mensual, sin derecho a sucesión pensional.
4. Ordenar que el Salario Mínimo, a partir del primero de enero de 2023, se tiene que incrementar porcentualmente, durante los cuatro años siguientes a la declaratoria de vigencia, del presente ordenamiento del Constituyente Primario, hasta alcanzar el valor de la Canasta Básica Familiar Oficial del cuarto año de vigencia del presente ordenamiento y a partir de ese monto, el salario mínimo tiene que incrementarse anualmente, en igual porcentaje al del crecimiento de la Canasta Básica Familiar Oficial, de cada año.
5. Ordenar que el ingreso a la función pública, como funcionario del estado de nómina o por contrato de servicios, siempre corresponda a selección por concurso público de conocimientos y que para poder concursar, debe demostrar que su formación académica es directamente afín con las funciones que debe desarrollar o ejercer, en el cargo para el cual concursa. En todos los casos, debe seleccionarse estrictamente en orden descendente, a partir del mayor puntaje obtenido en el correspondiente concurso.
6. La selección de funcionarios de libre nombramiento y remoción, como ministros y similares, en lo nacional, departamental y municipal, tiene que hacerse siempre acatando el criterio de que el candidato y/o seleccionado, debe demostrar que su formación académica tiene que ser directamente afín con las funciones del cargo para el cual es nombrado.
7. Toso lo ordenado en las precedentes decisiones, solo pueden derogarse o modificarse mediante consulta directa, al constituyente primario.
La decisión del Constituyente Primario es la única vía, para lograr institucionalizar equidad y racionalidad pensional y salarial. Esto debido a la endémica posición irresponsable del Congreso y al conflicto de intereses que puede emerger en el trámite legislativo como en el control constitucional.
