Bajo el lema “Colombia unida en contra del terrorismo”, miles de personas marcharon el domingo en las principales ciudades del país para rechazar la violencia, tres días después de que un ataque con un carro bomba, atribuido a la guerrilla del Ejército de Liberación Nacional (ELN), dejó 21 muertos y 68 heridos.
Con camisetas, globos y banderas blancas, los manifestantes caminaron por una avenida hasta concentrarse en la histórica Plaza de Bolívar, en el centro de Bogotá, en donde honraron la memoria de las víctimas con un minuto de silencio y batiendo pañuelo blancos.
Actos similares se repitieron en las ciudades de Medellín, Cali y Barranquilla, entre otras.
“Hoy estamos acá como simples ciudadanos rechazando el terrorismo, rechazando la violencia, mostrándole al mundo que este país unido es invencible”, dijo a Reuters el presidente de Colombia, Iván Duque, durante la marcha en Bogotá.
El ataque del jueves contra la Escuela de Cadetes General Francisco de Paula Santander, el centro de formación de oficiales de la Policía Nacional, fue cometido con un carro cargado con 80 kilos de explosivos.
En el ataque, el peor de su tipo en los últimos 15 años en Colombia, murió el conductor del vehículo, que pertenecía al ELN, y 20 cadetes, jóvenes entre los 18 y 23 años que aspiraban a convertirse en oficiales de la Policía Nacional.
“Colombia sí, terrorismo no”, “No más policías ni militares muertos por el terrorismo”, gritaban los participantes en la protesta, muchos de los cuales se acercaban a los policías para abrazarlos en señal de apoyo.
“No quiero más violencia en mí país, no quiero más actos contra la Fuerza Pública ni contra cualquier civil. Es horrible lo que acabó de pasar” dijo Erika Fajardo, una estudiante universitaria de 23 años quien cubría su cuerpo con una bandera de Colombia.
NUEVO LLAMADO A CUBA
Duque responsabilizó del ataque al ELN y solicitó a Cuba capturar a 10 dirigentes del grupo rebelde que se encuentran en La Habana para luego extraditarlos a Colombia.
“Esto que ocurrió no es una diferencia, es un acto criminal, un crimen de lesa humanidad y por lo tanto esperamos que el gobierno cubano pueda entregar a esos delincuentes”, insistió el presidente durante la marcha.
Pero Cuba negó la petición de Duque y anunció que actuará en estricto respeto a los Protocolos del Diálogo de Paz firmados entre el Gobierno de Colombia y el ELN, incluido el relacionado al caso de ruptura de la negociación.
Los protocolos brindan garantías mínimas de seguridad a los líderes guerrilleros para regresar a zonas montañosas o selváticas de Colombia, poniéndolos a salvo de operaciones militares durante un determinado tiempo acordado previamente.
Cuba fue durante meses sede de las conversaciones de paz entre el gobierno del expresidente Juan Manuel Santos y el ELN, por lo que varios negociadores del grupo permanecen en el país caribeño a la espera de una reactivación de los diálogos.
Pero desde que asumió el poder en agosto, Duque ha advertido que su gobierno solo dialogará con ese grupo rebelde cuando libere a las personas que mantiene secuestradas y suspenda los ataques contra la infraestructura económica y las Fuerzas Armadas, demandas que la guerrilla ha rechazado.
Las posiciones distantes de las partes han despertado temores de un incremento de la violencia con una mayor ofensiva militar contra el ELN y de ataques de la guerrilla contra la infraestructura económica y las Fuerzas Armadas.
El ELN, que tiene unos 2.000 combatientes y es considerada una organización terrorista por Estados Unidos y la Unión Europea, es radical, tiene una cadena de mando difusa y disenso entre sus filas, lo que según fuentes de seguridad y analistas dificulta lograr un acuerdo de paz.
El grupo rebelde, fundado por sacerdotes católicos radicales en 1964 e inspirado en la revolución cubana, aceptó su responsabilidad en el ataque, a través de un comunicado emitido la tarde del domingo último.
Los ataques con carros bombas -que habían sido frecuentes en Colombia en medio del conflicto armado de más de medio siglo que ha dejado 260.000 muertos- habían disminuido en parte por el acuerdo de paz firmado en 2016 con la desmovilizada guerrilla de las FARC.
