El festejo de la fiesta de San Juan y de San Pedro, al parecer, llega como una imposición española, al norte del continente Americano, pero por efecto religioso, se arraigó la costumbre en la región del Alto Magdalena.
Lo que, en principio fue concentración religiosa, especialmente San Juan, pasó a convertirse, a mediados del siglo pasado, en el norte del Huila, en festejo pagano, acrecentado, con la venia del clero, por ciertas castas familiares de la clase media, adobado por el bohemio de compositores y músicos regionales.
Que surgiera concierta fuerza en Neiva primero que en Ibagué o Espinal, es trabajo para historiadores de esta región, conocida como el Gran Tolima y develada por este medio en otra entrega si es posible.
El tema de esta cuartilla, es el festejo actual y en el Huila, para para geo referenciarlo mejor; y no en lo referente a la fiesta de San Juan, sino la de San Pedro y desde lo pagano no religioso.
El festejo de San Pedro en el Huila, se circunscribía a Neiva, únicamente, desde que surgió como tal, en los años 50s, por ociosidad de jóvenes mujeres de ciertas familias adineras de la época.
La administración departamental, poco a poco se plegó a la idea (El alcalde dependía del querer del Gobernador) y rápidamente se convirtió en festejo oficial.
El centralismo, siempre ha sido molesto e impositivo, sin embargo, no impidió que en los municipios se adoptara, dentro del concepto ferial, un festejo similar. Siendo al parecer el Occidente, donde se emprendió esa emancipación.
La festividad del San Pedro en Neiva, hoy festividad de junio, se le ha querido impulsar como patrimonio cultural, pero su dependencia de la venda de licores, sesgándose hacia carnaval y la carencia de seriedad para estructurarlo, lo han impedido; más aún, cuando no es el cenit para mostrar a propios y visitantes, el culto a lo vernáculo y el desarrollo de investigaciones culturales, folclóricas y artísticas.
Este descuido oficial a lo cultural, tradicional, vernáculo, folclórico, histórico; la desatención en la investigación científica a lo artesanal, artístico, arqueológico, autóctono, impiden proyectarlo como evento nacional e internacional con peso y resonancia.
Esos descuidos y desatenciones, hacen que con el avanzar del siglo actual, el festejo se realice además de Neiva, en Pitalito, Garzón, La Plata, Elías y con menos caracterización en los 37 municipios del Huila, pero sin la esencia folclórica y cultural, sino con el ingrediente de feria común y corriente, donde se mantiene el expendio de licores como el mejor atractivo.
En esas condiciones La Cámara de Comercio y FENAL que aglutinan al sector empresarial y comercial de Neiva, identifican el festejo o lo que persisten en llamar Festival, como la mejor oportunidad mercantil del año y las administraciones departamental y municipal, destinan millonarios recursos para la parranda pública, que nunca permite una evaluación de resultados, dentro del objetivo que debe mantener.
El Festival Folclórico, Reinado Nacional del Bambuco y Muestra Internacional del Folclor, en sus 58 años de realización, no puede presentar el objetivo ni los resultados socio-culturales.
